淸末 淸朝의 鴨綠江·豆滿江 邊境行政과 韓人 管理 - 安東과 北間島 지역의 비교를 중심으로 -

The Boundary Administration of the Qing Dynasty along the Amnok River and the Duman River and the Management of Koreans in the Late Qing Dynasty: Focusing on Comparison between Andong and North Gando

본고는 청말 압록강·두만강 경계지역에서 한인의 관리를 둘러싸고 전개되었던 청조의 변경행정과 한인 관리의 양상을 비교 고찰하고 있다. 청조의 변경행정과 한인 관리의 구체적인 양상을 검토하고 이를 지역별로 비교하여 살펴봄으로써 본고는 20세기 전후 청조의 압록강·두만강 경계지역 변경행정의 전환과 한인 관리의 양상을 통시적·종합적으로 재구성하는 데에 그 목적이 있다. 20세기 전후 압록강·두만강 경계지역 변경행정을 분석하는 데에 있어 특히 주의해야 할 점은 청조의 정책이 지역별로 단일하게 시행되지 않았다는 사실이다. 따라서 본고는 압록강·두만강 경계지역을 安東 지역-輯安·臨江·백두산일대 지역-북간도 지역 3개 구역으로 구분하고, 이 중 안동 지역과 북간도 지역 두 지역을 상호 비교하고 있다. 20세기 전후 조선과 청의 내지로부터 이민자가 크게 증가하면서 압록강·두만강 대안지역의 성격은 크게 바뀌었다. 안동과 북간도 지역의 변경행정은 이민실변과 영토화라는 동일한 흐름에 영향을 받으면서도 역사·지리적 요소, 한인과 청인의 인구 구성, 토지를 중심으로 한 경제력의 배치 등의 지역적인 요인에 의해 서로 다른 양상을 나타내었다.

The purpose of this study was to pursue historical development in border demarcation through establishing the administrative authority in Qing Dynasty from the perspective of process of forming the border as for the boundary between Korea and Qing Dynasty, and was to examine regional characteristics through comparing this by region. Thus, it analyzed significance of territorialization, which had been progressed by the Chinese government before and after the 20th century. What will need to be paid attention in analyzing administration in the boundary between Korea and Qing before and after the 20th century is a fact that the policy of Qing Dynasty had not been enforced singly by region. Accordingly, this study established a few districts, and compared deviation in each region. 3 large areas in the boundary between Amnok river and Duman river are as follows. Those include Andong-Jian, Linjiang, Baekdu Mountain surrounding area-North Gando. Among them, the Andong area and the North Gando area are being compared. As the immigrants got growing largely from Joseon and inland of Qing before and after the 20th century, the character in the opposite bank of Amnok river and Duman river was changed greatly. The local administration in this region was greatly functioned by the influence of Yiminshibian(移民實邊) and territorialization, which were implemented by the central government. At the same time, the very complex process was produced while being mutually combined or separated a situation such as distribution of economic power centering on the historical and geographical elements in each region, the population structure in Korean residents and Chinese residents, and the land.
