Analysis of Performance of Projects to Support Universities that Contribute to Normalization of High School Education

연구목적: 이 연구의 목적은 고교교육 정상화 기여대학 지원사업에 참여하고 있는 60개 대학의 현황을 중심으로 그 성과를 분석하고 정책제언을 하는데 있다. 연구방법: 연구방법은 고교교육 정상화 기여대학에 참여하고 있는 60개 대학의 2616년 사업계획서에 제시된 자료와 각종 통계자료를 중심으로 사업 참여대학과 전체대학의 현황을 사업선정 평가지표에 따라 비교ㆍ분석한다. 연구결과: 연구결과 고교교육 정상화 기여대학 지원사업은 학생부위주 전형 확대, 대학별 고사 및 특기자전형 축소, 수능위주전형 축소 및 수능최저기준 완화 등에 기여하고 있었으며, 고른기회전형의 확대로 일반고 중심의 고교유형별 다양성에도 기여하고 있었다. 또한 대입전형 방법의 축소와 표준화, 공정한 정보안내, 공정한 전형운영 등에 기여하고 있었으며, 입학사정관의 확충 및 신분안정화와 전문성 향상 등 여건개선에도 기여하고 있었다. 결론: 결론적으로 고교교육 정상화 기여대학 지원사업은 학교교육중심 전형 운영과 대학교육 기회의 고른 배분을 위한 전형 운영, 대입전형 운영의 간소화 및 공정성 확보, 그리고 입학사정관 확충 등 대입전형 여건 개선에 기여하고 있었다. 향후 이 사업이 성공적으로 정착하기 위해서는 지속 가능한 사업으로서 미참여 대학의 참여 를 유도하고, 2~3년 이상의 중ㆍ장기 연속사업이 되도록 해야한다.

Purpose: This study was to analyze the performance of 60 universities that are participating in the project to support universities that contribute to normalization of high school education and suggest possible policies. Method: This study was to compare and analyze the participating universities and all other universities according to the evaluation indices for selection based on the resources and statistics indicated on the 2016 business plans of the 60 universities participating in the project to support universities that contribute to normalization of high school education. Results: The project to support universities that contribute to normalization of high school education contributed to expanding the admissions programs based on the student records, reduction of university exams and special admissions, reduction of KSAT, and alleviation of minimum KSAT requirements. It also contributed to the diversification of general high schools admissions programs with more even opportunities. Other contributions included reduction and standardization of university admissions, fair guidance to information, fair management of admissions, and improvement of various circumstances related to admissions officers, stabilization of status, and improvement of expertise. Conclusion: The project to support universities that contribute to normalization of high school education contributed to the operation of school education-based admissions, admissions programs for equal opportunities to university education, simplification of university admissions and fairness, and improvement of university admissions in relation to admissions officers, etc.
