에너지 관련 과학기술 사회쟁점(SSI)에 대한 시민합의회의 프로그램이 고등학생의 의식변화에 미치는 영향

The Effect of the Program of Consensus Conference on Energy related Social Science Issues(SSI) on the Change in Consciousness of High School Students

본 연구는 고등학생들의 사회 참여의식과 에너지 관련 과학기술사회 쟁점(SSI)에 대한 이해를 높이는 것을 목적으로 한다. 이에 시민합의회의 방식을 도입한 프로그램을 개발하고, 참여의식과 주제 이해 정도를 판단하기 위하여 가치, 태도, 지식 면에서 변화를 검증하며, 정책 제안문의 내용을 분석하였다. 프로그램을 적용한 결과, ‘가치’에서 총 21개의 항목 중 12개 항목이, ‘태도’에서 9개 항목 중 6개 항목이, ‘지식’에서는 모든 항목이 유의미하게 변화하였다. 변화 정도는 논쟁에 참가 시 원자력 발전 확대에 대한 ‘찬성’과 ‘반대’ 입장에 따라 상세 경향이 조금씩 다르게 나타났다. 의식변화와 정책 제안 내용은 ‘사전 가치 인식’과 ‘논쟁과정의 경험’, ‘전문가 대담’에 따라 변화가 있었다. 본 프로그램의 효과를 높이기 위해서는 충분한 숙의가 일어나도록 기회를 제공하는 것이 중요하다는 것을 알 수 있었다.

The purpose of this study is to improve social participation consciousness and understanding of energy related Social Science Issues (SSI) of high school students. We developed a program that adopts the Consensus Conference, verified the change in values, attitudes, and knowledge in order to judge participation consciousness and understanding level of the topic, and analyzed contents of the policy proposal. As a result of applying the program, 12 items out of 21 items in ‘value’, 6 items in 9 items in ‘attitude’, and all items in “knowledge” changed significantly. The degree of change was slightly different depending on the “favor” and “opposition” to the expansion of nuclear power when participating in the controversy. Changes in consciousness and policy proposals were changed according to ‘prior value recognition’, ‘experience of dispute process’, and ‘expert dialogue’. It is important to provide opportunities for sufficient diligence to increase the effectiveness of the program.
