이 연구의 목적은 비평준화 지역에서의 평준화 정책의 도입을 둘러싼 논쟁이 끊임없이 제기되고 있는 상황에서 고교진학경쟁이 일어나고 있는 방식과 과정에 대한 구체적인 사례 분석을 통하여 그 결과가 주 는 시사점을 얻는 데 있다. 이 연구에서는 전남지역을 중심으로 고교진학경쟁이 실제로 어떻게 일어나고 있는가를 이해하는 데 초점을 두고 두 측면에서의 분석이 이루어졌다. 먼저, 교육체제의 지역간 분화와 고교서열체제가 고교진학경쟁과 어떻게 관련되어 있는가를 분석하였다. 그리고 지역학교들은 주어진 진 학경쟁의 틀 속에서 어떻게 대응하고 있으며 그 결과가 시사하는 바가 무엇인가를 분석하였다. 연구방법 으로는 통계자료 및 관련 문서의 분석, 그리고 면담기법이 활용되었다. 연구결과에 의하면, 전남지역에서의 고교진학경쟁은 지역간 교육여건의 불균형적 분화 및 고교서열체 계에 의해서 학교선택이나 진학경쟁 기회가 구조적으로 차별화됨으로써 도시의 명문 고등학교로의 진학 경쟁 양상으로 나타나고 있다. 또한 이러한 차별적 경쟁양상은 성적 중심의 내신경쟁, 교사의 차별적 진 학지도 등 학교 내에서의 제도적 장치를 통하여 중재되는 과정에서 더욱 고착화되는 것으로 나타났다. 결국 비평준화 지역에서의 고등학교 진학경쟁은 진학경쟁이 일어나는 방식이나 과정에 실제로 영향을 미 치는 지역교육체제의 다양한 제도적 실제들 간의 상호연계성 하에서 이해되어야 함이 시사되었다.
This study reviews how high school competition actually occurs in local context. The study focuses on exploring the structural contexts of high school competition and its institutional linkages and organizational adaptations in middle school. The statistical data were used to describe the structural features of local secondary schools and semi-structured interview with 28 people including local middle school teachers, parents, and principals was conducted to understand institutional realities of high school selection process in middle school. The findings of the study shows that differentiation through the hierarchical structure of local high schools as well as regional segregation and unequal disparity of secondary school system were key factors framing competition between schools. In addition, high school competition process actually occurring within middle schools was mediated through grading system and teacher's placement counselling. This study concludes that high school competition in local context is the institutional practices of unequal competition through organizational adaptations of local middle school to hierarchical structure of high school linked to a system of educational stratification.
