이 연구는 ‘교육기회의 공정성이나 교육의 평등에 미치는 효과와 관련하여 학교선택은 현존하는 불평등을 완화하기보다는 오히려 불평등을 확대시킬 수 있다’는 최근 논쟁이 되고 있는 학교선택 이슈에 대하여 ‘우리의 학교선택은 어떻게 이해할 수 있는가’라는 질문에서 출발하였다. 먼저, 최근 학교선택이 강조되는 맥락을 사회적, 정치적 변화와 관련하여 두 이론적 관점 ―시장이론, 불평등 재생산론― 에서 살펴보고, 학교선택에 관련된 기존의 연구결과들을 바탕으로 학교선택에 내재되어 있는 사회적 이슈와 쟁점들에 대하여 비판적으로 분석하였다. 그 결과 최근 학교선택의 불평등 재 생산 이슈는 1980년대 출현한 신자유주의적 사회정치적 상황, 소비자로서의 학부모의 문화자본, 이 에 대한 학교선택체제의 재편방식 등과 결합되어 있음이 확인되었다. 그리고 이에 근거하여 한국의 학교선택 현실이 어떤 특징과 양상으로 전개되고 있는가에 대하여 살펴본 결과, 한국의 학교선택 상황은 학교선택체제의 다양화, 특성화 경향에도 불구하고 선택의 다양성과 공정성이 결여되어 있 고, 학교선발기능의 약화와 경쟁적 교육체제로 인하여 특목고, 자립형사립고 중심의 선발경쟁의 성 격을 띠고 있으며, 선발과정에서 학부모 문화자본의 영향력의 증대로 계층 간 교육격차가 더욱 심 화되는 징후를 보이고 있음을 알 수 있었다. 따라서 학교선택을 통한 사회적 불평등 재생산적 징후 들을 극복하기 위해서는 학교선택이 강조되는 다양한 사회적 맥락에서 실증적인 분석을 토대로 학 교선택의 공정성, 다양성, 평등성을 강화하기 위한 구체적인 대안들을 모색하는 노력이 필요하다고 본다.
The purpose of this study was to understand the effects of school choice on reproducing, reinforcing, and mediating educational inequality and to propose some issues and concerns embedded in school choice in Korea. First, this study examined the change in social and political conditions that has led to strong support for school choice recently from the two theoretical approaches of market theory and reproduction theory. Then based on previous researches, social issues and concerns pertaining to school choice were critically analyzed with the focus on the competition between schools and the choice of parents as consumers. The results showed that reproduction of inequality under school choice is related to the neo-liberalist trend in socio-political thought since the 1980s, cultural asset of parents as consumers, and reorganization of the school choice system in accordance to the changing demands of parents. Second, when examining the current status of school choice in Korea, it was discovered that there was a lack of equality and diversity in choice, despite attempts at diversification and specialization of the secondary school choice system. Instead, due to the weakening of student selection process and the highly competitive nature of the education system, there is intense competition for admission to a select number of highly competitive and selective educational institutions. Also, it was discovered that due to the increasing influence of parent’s cultural assets in the selection process, the education gap between the classes is on the rise. Therefore, to prevent school choice from reproducing social inequality, positive analysis needs to be carried out within the context of the various social conditions that support school choice in order to search for an alternative that would strength the role school choice plays in promoting impartiality, diversity, and equality of education.
