이 연구의 목적은 이명박 정부에 의해 추진되고 있는 ?고교다양화 300프로젝트?를 중심으 로 한국 고등학교의 수평적 계층화를 분석하고 그 한계를 분석하는 것이다. 평등주의와 보편 주의 교육이념에 근거한 평준화 체제에서 탈평준화와 다양화를 지향하는 고교 체제 개편의 의 미를 분석한다. 이를 위해 먼저 한국 고등학교 체제 분화의 역사사회적 배경을 검토하고, 이를 바탕으로 고교다양화 정책의 성격을 분석한다. 다음으로 교육과 관련하여 국가의 성격변화, 경 제위기로 인한 중간계급 불안 그리고 사회적 불평등과의 관련성 속에서 고교다양화 정책의 한 계를 분석한다. 이러한 분석을 통해 고교다양화가 국가선진화를 위한 신발전체제 구축을 지원 하기 위한 교육정책임을 밝힌다. 아울러 고등학교를 수평적으로 계층화함으로써 엘리트 대학 진학에 도움이 되는 새로운 지위가치를 지닌 학력자본을 생산하고, 이를 통해 사회적 지위를 유지하려는 중간계급의 계급 실천임을 밝힌다. 또한 고교다양화 정책으로 인한 학교의 수평적 계층화가 사회적 불평등과 계층화를 반영하고 있으며, 일부 학교와 학생을 이등 학교와 학생 으로 배제하는 기능을 하고 있음을 지적한다. 그리고 고등학교가 대학에 종속되어 있는 현재 와 같은 입시체제 아래에서는 학교의 위계적 다양화가 대학서열체계를 공고화하는 부정적 역 할을 수행할 가능성이 있음을 밝힌다.
The high school system in Korea has undergone significant transformation in the Lee M-B conservative government's diversification policy, which embodies aspects of the classed competition system. The purpose of this article is to analyze the social characteristics and limits of the ‘Korean High School Diversification 300 Project(High School Diversification Policy)’ carried out by the Lee M-B government. In particular, this article focuses on the horizontal stratification of high school as a class practice of the middle class which tries to obtain academic capital with high status value useful for entrance into top universities. The high school diversification policy was introduced by a neo-liberal regulatory government to support the establishment of a new development framework for national advancement(先進化). The purpose of the diversification policy is to change the high school system from an equalization system based on egalitarianism and universalism to a de-comprehensive system based on efficiency and possessive individualism. As a result, high school system is functionally differentiated as well as horizontally stratified by student’s class and ability. Because horizontal stratification of school reflects social stratification, the lower class and less achievement students are socially stigmatized and self-excluded. In the university entrance system, the diversification policy has the unintended role of strengthening the university rank system.
