This study purposes to investigate the professional ability of art teachers for enhancing the professionality of elementary art education, and develop and provide the systems and programs for preservice teacher education in the national university of education. To achieve this purpose, I analyzed the elementary curriculum of art and the objectives of art education programs in the department of art education at the 11 national university of education. Also I surveyed the notion of art teachers and art education professors about the systems for teacher preparation. Then, this study developed three preservice teacher education systems for the art subject specialist in elementary school. Based on these systems, this study suggested the preservice teacher education programs for the art subject specialist. This study tried to develop the most practical preservice teacher education programs for the subject specialist in elementary school. For the expansion of the subject specialist system, the administrative support is very important. And not only elementary teachers in the elementary school but also professors in the university and administrators need to recognize positively the importance of the subject specialist system.
