일본의 공립학교선택제 운영에 관한 연구

본 논문의 목적은 ‘일본의 공립학교선택제 운영’이 선진국의 교육개혁안으로 확고하게 자리잡고 있는 학교선택제 중 하나의 예가 된다는 관점에서 구체적인 운영사례를 고찰하 여 한국의 공립학교 운영에 도움이 되는 시사점을 얻고자 하였다. 고찰의 결과, 일본의 학교선택제 운영은 첫째, 학부모와 아동에게 학교선택권을 부여함 으로서 공립학교의 경쟁력을 강화하고, 특색있는 학교로 육성해가고 있다. 둘째, 공립학교 의 자율성이 증대되었다. 학교가 중앙의 관료적 통제에서 벗어나 자율적으로 대처할 수밖 에 없는 상황은 차별적인 교육프로그램개발을 촉진시켜 교육의 길을 향상시키고 있다. 셋 째, 학교는 학부모와 아동의 선택의 대상이 됨으로서 학부모와 아동에 대한 책무성을 높이 고, 선택받기 위해 보다 좋은 교육의 정보제공 방법을 모색하게 되었다. 그러나 학교선택 제에 관한 찬반논란은 지금도 계속되고 있다.
