Consultaion System Construction of Child and Family Welfare in Japan : Focusing on 2004 Child Welfare Law amendment.

As for the child and family welfare consultation, strengthening of functions of municipalities was required Child-Welfare Law amendment in Japan, 2004. The backgrounds of Child-Welfare Law amendment were the characteristic of child and family welfare service system and its limits. Also, it has been seen a trend of local decentralization. The purpose of this study is to examine the effectiveness of child and family welfare consultation for local governments and the field of child and family welfare workers, professors, and lawyers. Three major findings are as follows : 1) The differences of the conscious between municipalities and each prefectures. 2) The differences of the contents of counseling support between child-raising support and protective care. 3) There are three tasks of enhanced counseling support : ？ System maintenance of municipalities ？ Building relationships of municipalities and Child Guidance Center ？ Promoting corporation with community
