어린이 독서활동추진에 관한 법률은 일본의 어린세대의 독서능력향상을 위해 가정, 지역, 학교의 역할을 규명하고 지역, 사회단체들과의 협력을 강조하고 있다. 현재 일본의 독서지도의한 영역을 차지하고 있는 민간단체의 독서지도에 대한 활동 중에서 특히 독서지도 관련 전문가양성제도를 살펴봄으로서 일본의 독서교육의 시사점을 찾아보고자 한다. 일본 독서지도관련전문가 양성제도를 종합적으로 정리해보면 다음과 같다. 첫째, 국가보다는 지방자치단체, 도서관협회가 독서관련 프로그램의 질을 높이기 위해 전문인력 양성에 노력하고 있다. 둘째, 개인이나 민간단체가 주도적으로 양성하는 독서지도 전문가는 보다 엄격한 강좌를 통해 전문가를 양성하고 있으며, 갱신제도를 통해 그들의 전문가로서 역량이 유지되도록 관리하는 경향이 있다. 셋째, 독서전문가 교육이 소득을 목적으로 하는직업인으로서 보다는 독서를 통한 개인의 자기개발 및 자기교육 도모, 이러한 지식과 기술을터득함으로서 육아에 도움을 받는 것, 배움을 통한 정보교환 및 공동체 형성과 문화교류의 도모등이 강조되는 특징이 있다.
The Act on activities for promoting children's reading of Japan's younger generation aims to identify the role of home, community, and schools in order to improve reading skills. It emphasizes the co-operation between related local and social organizations. The civic group is one of the leading organizations for the Reading Instruction Expert Training System in Japan. This research analyzes this training system for reading instruction expertise and to find the implications for Reading Education in Korea. Individuals or private organizations, rather than municipalities or library association, has stronger initiative for training reading instructors with rigorous courses. Professional competence for reading instruction is updated through the system to maintain knowledge and skills of instructors to improve the child care education.
