본 연구는 일본의 방재지도(防災地？, hazards map)를 활용한 교육에 대하여 고찰하고 그 특징을 밝혀 효율적인 방재지도 학습 방안을 모색하는데 목적을 두고 있다. 이를 위해 방재지도의 기 능과 교육적 활용, 지역의 특성이 반영된 방재지도를 활용한 실천 사례를 검토하여 그 특징을 밝혔다. 방재지도는 지역 주민들에게 자연재해의 피해 범위와 방재 활동에 대한 정보를 제공하 면서 자연재해를 극복하기 위해 공조(公助), 공조(共助), 자조(自助)를 지원 하는 기능을 한다. 방 재지도를 활용한 일본의 실천 사례를 통해 초등학교 저학년은 자신이 살고 있는 집과 학교를 중심으로 한 방재지도 그리기, 초등학교 고학년은 자신의 지역에서 위험한 곳과 피난할 장소 등을 찾기, 그리고 중학생은 방재지도를 통해 자신의 지역에 대한 이해뿐만 아니라 자신이 할 수 있는 것이 무엇인지 자각하고 최선을 다하기, 행동, 주위 돕기 등을 강조하고 있음이 밝혀졌 다. 즉 학년 단계별 특징을 고려하여 방재지도를 활용한 교육을 실행할 수 있는 것이다. 그러나 방재지도를 활용할 때에는 방재지도에 드러난 한계를 명확하게 인식하고, 실제 자연재해가 일 어났을 때 방재지도에 너무 의존하지 않도록 지도하는 것 역시 중요함이 드러났다.
The purpose of this study is to find an efficient hazards map learning method by considering the education using the hazards map linked with the regions in Japan and identifying its characteristics. For such purpose, the functions and educational utilization of hazards map and examples of practice using the hazards map linked with the regions were examined and its characteristics were identified. In the examples of practice using the hazards map, drawing a hazards map based on their homes and school for the lower grades in elementary school; finding a dangerous place and a place to flee for refuge in their areas for upper grades in elementary school; and for middle school students, understanding their area through the hazards map, finding what they can do and doing their best and helping neighborhoods are emphasized. In other words, the education using the hazards map in the consideration of the characteristics of each grade can be practiced. However, it was found that it was also important to guide students to recognize the limitations of the hazards map and not to rely on the hazards map too much in the event of an actual natural disaster for utilizing the hazards map.
