본 연구에서는 초등학생을 대상으로 전개된 일본의 주체적 안전교육활동의 분석을 통해 드러 난 지역공동체의 교육적 가능성에 대하여 검토함으로써 향후 한국의 아동안전교육에 대한 교 육적 과제를 탐색하고자 하였다. 본 연구의 결과, 일본의 안전교육은 개인의 자조에 입각한 공 조(共助)방식의 시민화교육이자, 지속발전교육이었다. 그 실천사례인 본문의 오마치(大町)초등 학교의 특징을 정리하면, 첫째, 이 학교의 안전교육은 주체적 자기교육을 중시한 생활환경구축 을 위해 개인지향과 집단지향 간 안전에 대한 대화 및 교류ㆍ협력이라는 상호신뢰의 네트워크 를 매개로 한 지역공동체학습을 통해 성립되었다. 둘째, 아동들은 지역연계 하에서 실시된 안 전지도제작이라는 집단적 생활체험학습과 그 속에서 발현되는 지역 교육력을 통해 사회적 능 력의 신장과 자기성장, 그리고 지역공동체의 문제해결능력의 향상에 이바지하였다. 셋째, 생활 환경 내 존재하는 다양한 범죄라는 생활과제에 대해 상호 주체적 학습을 생각하고 개선할 수 있는 의지의 필요성과 함께 “안전은 지역을 기반으로 실천”되는 협동체 활동이라는 사실 인식 의 필요성이 시사되었다는 점에서 지역사회교육적 의의를 찾을 수 있다. 이러한 결과를 토대로 본 연구에서는 상호주체적 사회참여환경의 조성과 자치적 조직단체의 형성, 그리고 평생교육 행정의 공공성ㆍ독립성 및 지원 시설의 전문성 강화를 제언하였다.
This study reviews educational possibilities in the local community revealed through analysis on independent safety education for elementary school students in Japan to seek future educational assignments for safety education for children in Korea. The results show that safety education in Japan is to promote citizenry and for continuous growth based on self-help. Characteristics of Ohmachi Elementary School are as follows: first, the school's safety education was established through local community learning using network of communication, sharing, cooperation and mutual trust regarding individual safety and group safety, to create living environment that emphasizes independent self-education. Second, group activity for children to create safety map through regional coordination contributed to growth of social capabilities, self-growth and improvement of problem-solving abilities in local community. Third, mutually independent learning as well as necessity for the will to improve was considered for various crimes within living environment; and need for recognition on cooperation “for safety practiced on the local level” was suggested, which can be significance in local, social and educational perspective. Based on these results, this study suggests creating environment for social participation, independent groups, public interest and independence of continuing education administration and professionalism of supporting facilities.
