일본은 현재 저출산 고령사회를 극복하기 위한 기본 전략으로서 ‘1억인 총활약 대책’을 중 요한 개혁과제로 실천하고 있다. 교육재생실행회의를 정점으로 추진하고 있는 교육개혁도 이와 같은 미래 일본사회를 개척할 수 있는 인재를 양성하는데 초점을 맞추고 있다. 1억인 총활약 대책은 미래 인재로서 소중하게 육성해야 할 학생을 위해 안심하고 안전할 수 있는 여건의 학교안전교육망 구축, 즉 재난방지 학교안전교육을 실천하고 있다. 그 구체적인 특 징은 다음과 같다. 첫째, 학교안전교육은 동일본대지진 이후 학교안전에 대한 단위학교의 대처사항을 집중적으로 실천하고 있다. 즉, 안전하고 안심할 수 있는 즐거운 학교환경을 조 성하고 학생역량 개발을 위한 교육실천을 제안한다. 그래서 학부모와 지역사회가 학교운영 에 참여하고, 지방정부와 교육위원회가 학교안전 및 건강관리교육에 대한 역할에 진력할 수 있도록 한다. 둘째, 행복한 학교는 안전하고 안심할 수 있는 교육여건을 마련하여 미래 사 회 인재로 학생을 육성하는 것에 목표를 둔다. 정부는 다양한 방식으로 학생이 학교교육 역 량을 유지할 수 있도록 노력하며, 교육역량을 제고하기 위한 교육재정 지원 대책도 마련한 다. 셋째, 일본 사회를 건설하는 인력양성을 위해 학습 안전망을 구축해야 한다. 학습 안전 망은 바로 안전하고 안심할 수 있는 교육연구 환경을 확보하는 것이며, 지역사회와 학교현 장이 협력하는 창생플랜을 통해 실천한다. 결국 일본의 학교안전교육은 안전하고 안심할 수 있는 학교환경을 구성하고, 즐거운 교육여건을 창출하는 것에서 출발한다. 이런 교육환경 속에서 단 한 명의 학생도 뒤처지지 않고 지속가능한 미래 일본 사회 발전에 기여하는 것 을 목표로 한다.
As a fundamental strategy for overcoming the current low birth rate and the aging society in Japan, Japan is implementing a “Ichioku-Sou-Katsuyaku(100 Million People Action Measures)” initiative as a major reform agenda. Education Rebuilding Implementation Council, which promotes education reform, is focusing on fostering talented individuals in the future. A “Ichioku-Sou-Katsuyaku” policy aimed at revamping the school's education reform plan are implementing strategies for enhancing student’s educational competencies and preventing school safety education. First, the school safety education focuses on measures for school safety since the March 11 earthquake in Japan. Second, a happy school aims to foster students as a future social talent by providing safe and comfortable educational conditions. Third, building a learning safety-net must be established to foster a Japanese society. Learning safety-nets provide a secure and comfortable learning environment and provide plenty of learning opportunities for students who are eager to learn. In conclusion, Japan's school safety education begins with a secure and reassuring school environment that creates a pleasant educational environment. In this educational environment, a single student is aiming to develop a sustainable future in Japan without being left behind.
