새로운 시민권과 기본소득의 가능성

Possibility of Basic Income and Neo-Citizenship

본 연구는 기본소득 관점에서 노동-복지와 시민의 권리에 관한 구상들이 소득보장과 관련하여 어떤 차원에서 논의되고 있는지 살펴보는 것이다. 구체적으로 기본소득과 시민권을 둘러싼 담론과 비판을 분석적으로 고찰하고 무조건 받을 권리와 의무 이행과 같은 호혜적 관계를 살펴본다. 이를 통해 기본소득의 가능성과 실현방향을 전망한다. 기본소득은 삶의 전 과정을 통한 노동에 대하여 권리로서 지급하는 보상적 급여이다. 모든 개인에게 평등하게 소득을 얻을 자격은 노동의 변용을 바탕으로 호혜성원리의 확장을 통해 승인될 수 있다. 여기서 호혜성은 균형적 호혜성 뿐만 아니라 일반적 호혜성을 포함한다. 이를 근거로 기본소득의 가능성을 논의하는 담론은 우파 관점에서 분배하는 최소복지국가라 할 수 있다. 또한 좌파 관점에서는 탈노동-복지 패러다임의 구축이다. 제도적 실현 방향은 배제된 이급시민까지 포함하는 통합적 시민권에 근거한 부분적 기본소득이다. 궁극적으로는 모든 시민까지 포섭하는 트랜스내셔널한 통합으로서의 완전기본소득이다. 제도기술적 전망은 최저생계비 수준에 맞춰 특정 인구계층에게 지급하는 부분기본소득이다. 실현 가능성에 영향을 미치는 요인은 높은 조세부담과 노동기피에 대한 혐오감, 노동계층과 경영자 집단이다. 기본소득의 매력적 효과를 고려하면 단편적 형태로 변용된다고 해도 과거보다 한층 높아진 진보적 수준이 될 것이다.
