지역사회복지실현의 사회복지조례 제정 방향

An Exploratory Study on the Establishment of Social Welfare Ordinance to Realize Community Welfare

본 연구의 목적은 사회복지조례의 질적인 측면에서 지역사회복지를 실현하기 위한 방향을 제안하고자 한다. 이를 위하여 기술적 연구방법을 사용하였다. 지역사회복지를 실현하기 위한 사회복지조례 내용 구성은 다음과 같은 방향이 되어야한다. 첫째, 사회복지 자주조례 제정이 확대되어야 한다. 둘째, 지역적 최저수준을 보장해야 한다. 셋째, 급여 및 서비스 종류의 다양성을 확보해야 한다. 넷째, 대상자 선정에 특수성을 반영해야 한다. 다섯째, 대상자 선정 요건이 까다롭지 않아야 한다. 여섯째, 재정의 책임성을 확보해야 한다. 일곱째, 권리구제 절차가 마련되어야 한다. 사회복지조례의 질적 발전을 도모하기 위한 실천적 제언을 하면 다음과 같다. 첫째, 지역단위의 사회복지조례 연구회 구성이 필요하다. 둘째, 사회복지조례에 대한 표절 및 모방을 감시할 필요가 있다. 셋째, 사회복지조례 제정 운동을 전개할 필요가있다. 본 연구는 사회복지조례를 제정할 때 필요한 원칙과 방향을 제시했다는 점, 특히 사회 복지조례의 내용을 평가할 때 그 기준으로 활용될 수 있다는 점에서 의의를 지닌다.

This research aims to propose the direction for establishment of social welfare ordinance to realize community welfare. The main research method was descriptive study and the research results are as follows: First, social welfare autonomous ordinance should be expanded. Second, the minimum standard in the local level should be guaranteed. Third, the diverse types of benefits and services should be ensured. Fourth, the characteristics should be reflected to select the beneficiary. Fifth, the requirements for selection of the beneficiary should be relaxed. Sixth, the fiscal responsibility needs to be ensured. Seventh, the procedure for remedy for violation of private rights should be prescribed. Consequently, this study has a significance that suggests the standard for evaluation of social welfare ordinance.
