Directions of Sharing Police Crime Data with Citizens in the U.S.: Implications for the South Korean police

과학기술의 발전은 지역사회에서 경찰에 의해 처리되어야 할 범죄정보의 양을 점차 증가시켜왔다. 이와 같은 현실을 반영할 때, 오늘날 경찰은 그와 같이 광범위하게 수집되고 있는 범죄 관련 빅데이터를 어떻게 활용할 것인가에 대한 해답을 찾을 필요가 있다. 한국 경찰 역시 예외는 아니다. 범죄정보를 시민과 공유하는 문제는 그 자체로 찬 반이 있는 문제이므로, 본고는 경찰과 시민 간의 의사소통 수단으로써 범죄정보의 사용이 가장 활발한 미국 경찰의 사례를 살펴보고 우리 경찰에의 시사점을 모색하고자 하였다. 수집한 범죄정보를 시민과 어떻게 공유할지에 관하여, 미국 경찰은 몇 가지 대원칙을 토대로 연방법 및 각각의 주별 법률의 틀 안에서 각각의 경찰서별 철학(each agency’s philosophy)이 가미되어 있는 형태로 해당 문제를 해결하고 있는 것으로 확인되었다. 가까운 미래에 예상되는 우리 경찰과 시민 간 정보공유 패러다임의 도래를 대비하기 위하여, 세밀한 가이드라인의 마련이 필수적임을 알 수 있었다. 특히, 유관기관 간 범죄정보 공유 분석 파트너십을 형성할 필요가 있을 것으로 판단된다.

Advances in science and technology have gradually increased the amount of information that should be dealt with by the police. Given this reality, today s police need to find answers to how to use the Big Data acquired from their everyday activities. South Korean police are no exception. In particular, it is important for the police to decide who to share crime data with. Since there are pros and cons on this issue, the present study attempts to investigate the current situation in the US where crime data are actively utilized as a means of improving the police-citizens communication. Based on several principles, both federal and state laws, as well as each agency s philosophy, are found to respectively influence the issues of sharing crime data with citizens. To prepare for the relatively new paradigm in South Korea, it is necessary to establish detailed guidelines. Specifically, it should be noted that to form a strong partnership with various community agencies is a prerequisite to successfully share crime data with Korean citizens.
