제4차 평생교육 진흥 기본계획 실행과 장애인 평생교육의 발전 방향 및 과제

Execution of the 4th Master Plan for Life-Long Education & the Direction and Tasks of Lifelong Education for the Disabled

본 연구의 목적은 장애인 평생교육의 시행 배경과 함께 법률 규정에 의해 올해 수립･발표된 제4차 평생교육 진흥 기본계획에 장애인 평생교육 정책이 어떻게 반영되었는지를 살펴보고 향후 장애인 평생교육 진흥을 위한 과제가 무엇인지 제시하는 데 있다. 장애인의 평생교육이 법규에 명시된 것은 2007년 ｢장애인 등에 대한 특수교육법｣, 2014년 ｢발달장애인 권리보장 및 지원에 관한 법률｣에 의해서였다. 그러나 장애인 평생교육이 제도적으로 틀을 갖춘 것은 2016년 5월 ｢평생교육법｣의 개정부터라고 할 수 있다. 그리고 2018년 2월 개정 법률의 시행에 따라 제4차 평생교육 진흥 기본계획이 발표되었다. 평생교육 진흥 기본계획 중 장애인 평생교육 진흥 기본계획의 골자는 `장애인 평생교육 추진체계 구축 이라 할 수 있다. 2017년 개정 ｢평생교육법｣ 시행에 이은 `평생교육 진흥 기본계획 실행은 장애인 평생교육 기회 확대를 위한 평생교육 추진 체계의 새로운 구축의 출발을 의미하는 것으로 볼 수 있다. 이에 대한 구체적인 방안으로 본고에서는 다양한 유형의 장애인 평생교육기관 확충, 장애인 평생교육 실태조사, 평생교육시설의 장애인 접근성 확보 및 정당한 편의제공, 장애인 평생교육 프로그램 운영 지침 개발, 발달장애인 평생교육과정 개발, 장애인 평생교육 종사자의 양성･배치 및 관리, 장애인 평생교육기관 평가 인증제 도입을 수행과제로 제시하였다.

Earlier this year, the 4th Master Plan for Life-Long Education(basic plan) was announced. The plan was first announced after the Act on Lifelong Education, which was revised and enforced on May 31, 2017, stipulated that the education promotion for the person with disabilities should be included under Article 9 of the Act. Therefore the education community for the disabled is more interested than ever. Unlike the 1st and 3rd basic plans, the 4th basic plan focuses on establishing a lifelong education system for the disabled, and suggests the disabled who have been vaguely included in the underprivileged as a separate program support policy considering the characteristics of learners. However, the fourth basic plan still has limitations that the status of lifelong education for the disabled has not been fully understood and diagnosed. In this study, `Extended lifelong education opportunities for the disabled was presented in the direction of lifelong education development of the fourth basic plan. In addition, the research presented seven tasks, including the expansion of various types of lifelong education institutions for the disabled, survey of the actual conditions, securing accessibility to the disabled and providing proper convenience to the disabled.
