독일과 미국의 중등교사 양성과정 비교 연구

A Comparative Analysis of Secondary Teacher Education Program of the United States of America and the Germany

최근 교육계에서는 양성기관의 통합,교육대학원 양성기능 폐지, 교육전문대학원 신설에 대한 정책적 논의가 진행되고 있으나 우수 예비교사 양성을 위한 양성과정제도에 대한 논의는 부족하다. 이 연구는 중등교사 양성과정에서 연속적 모형, 동시적 모형을 채택한 국가 가운데 전통을 이어가며 시대의 변화에 따라 개선하려는 노력이 활발히 전개되고 있는 독일과 미국의 사례를 비교·분석하여 우리나라 양성제도 개선을 위한 시사점을 도출하는 데 그 목적이 있다. 이 연구 목적을 달성하기 위해 문헌 비교분석 방법을 활용하여 중등교사양성제도의 제공기관, 자격유형 및 기간, 양성교육과정, 변화와 도전 등의 영역에 걸쳐 두 국가의 사례를 분석하고, 각 영역별 공통점과 차이점을 드러내고자 하였다. 이 연구 결과 공통점은 교원 양성기관의 철저한 관리·감독, 양성과정 프로그램의 다양화, 교사 전문성 신장을 위해 노력하고 있다는 점이며 양성모형에 따른 학위취득과 교사자격증취득, 수습교사제도 등에는 차이가 있었다. 이상의 분석 결과를 토대로 우리나라 교원양성기관은 교육현장과 연계한 교육과정의 재구성 및 교사전문성 항목을 중심으로 양성프로그램의 다양화가 필요하다. 그리고 자격의 엄격한 관리·감독을 통해서 검증하고, 엄격하게 훈련시키는 교육실습 및 수습기간이 필요하다.

This research s goal is to look at the United States and Germany which adopted both concurrent, consecutive model of Secondary Teacher Education Program, and at the same time living on the tradition with the active efforts to improve according to the change of time and to analyze, compare then to deduce implication of our Secondary Teacher Education Program and develop it. In order to attain this research goal, we should apply a literature comparative analysis method and background of Secondary Teacher Education Program, the provision agency, qualification type and duration, with cultivation process and change extended analyzed distinguished boil each territory by point of sameness and a difference and the instance of two nations in five kinds territory and defiant. This research result shows the sameness of the instance of Germany and the United States was the director and cultivation process program of Secondary Teacher Education Program, teacher s qualification certificate acquisition and the control over teacher s institutional, also the difference was endeavoring for the diversification and the teacher s professionalism extension of the management which the teacher training agency is thorough. Based on the analytical result above this writer presented a politic current point focused on the diversification, teacher professionalism item of Secondary Teacher Education Program and cultivation program.
