Strategies on Establishing the Lifelong Education System between Universities/Colleges and Local Governments for Building the Regional Lifelong Learning Community

이 연구는 지역평생학습공동체 구축을 위한 대학과 지방자치단체와의 평생교육체제 구축에 관한 전략을 탐색하고자 수행되었다. 구체적인 연구의 목적은 지역평생학습공동체의 의미, 평생교육시스템에서의 대학과 지방자치단체의 역할, 지역평생학습공동체 구축을 위한 대학과 지방자치단체의 평생교육시스템 운영 전략 등을 탐색하였다. 지역평생학습공동체 구축을 위한 대학과 지방자치단체의 평생교육시스템 운영 전략으로써 대학은 지방자치단체와의 평생교육체제 모형 구축, 성인학습자를 위한 다기능 대학으로 조직개편, 평생교육전문개발팀 운영, 대외협력시스템(Outreach System) 운영, 성인학습자를 위한 학력취득제도 정비 등을 고려해 볼 수있고, 지방자치단체는 대학과의 평생학습 MOU 체결, 대학과의 연계에 의한 평생학습정보시스템 운영해야하며, 정부는 국민의 평생학습을 위한 부처간의 협의체를 구성할 것을 제안했다

This study explores strategies on establishing the lifelong education system between universities/colleges and local governments for building the regional lifelong learning community. objectives of this study are to explore meanings of regional lifelong learning community, roles of central government, local government, and universities/colleges, and strategies on establishing the lifelong education system between universities/colleges and local governments. Detailed strategies for establishing the lifelong education system between universities/colleges and local governments for building the regional lifelong learning community are as follow: First, a model for establishing the lifelong education system between universities/colleges and local governments, transforming universities/colleges into multifunctional adult learning university, operating professional program development team, establishing outreach system, building educational attainment and audit system for adult learner, and lifelong information system can be considered at universities and colleges dimension. Second, setting and managing the regional educational information system, developing the community by making MOU(memorandum of understanding) between university and community should be considered at local government. Third, interdepartmental working group for lifelong learning should be vital at central level.
