본 연구는 「3·20 사교육 의존도 완화 방안」전반에 대해 학부모를 대상으로 효과를 분석한 후, 향후 사교육 관련 교육정책을 설계 및 집행하는데 중요한 정보를 제공하는 것에 목적을 둔다. 서울시내 과열 사교육지역에 소재한 9개의 초·중·고등학교 학부모 608명을 대상으로 연구를 진행하였다. 연구 결과는 다음과 같다: ① 3․20 사교육 의존도 완화 방안의 전반적 정책 효과는 특별히 높지도 않지만 낮지도 않은 보통 정도로 나타났다; ② 학교급이 낮을수록 전반적으로 정책 효과가 높은 경향을 보였다; ③ 정책들 가운데 공교육 내실화 지속추진 정책이 가장 효과적이었다; ④ 방과후학교 또는 EBS강의와 같은 사교육 대체수단에 대한 정책보다 학원 수강료 표시제나 체감학원비 모니터링과 같은 사교육 공급자 강화 정책의 효과를 더 긍정적으로 생각하였다; ⑤ 영어․논술 사교육 수요 완화와 입시제도 관련 정책 효과는 가장 낮게 평가되었다. 분석 결과를 토대로 추후 사교육 정책의 기획 및 실행을 위한 제언이 제시되었다.
The purpose of this study is to analyze the effectiveness of「3·20 Relaxation Plan of Private Education」based on the feedback from the parents of students in elementary and secondary schools, and to suggest useful informations resulted from the analysis to policy makers in private education for their policy planning in future. The sample of the study was 608 parents of students from elementary, middle, and high schools located in the overheated areas in private education, and they were randomly selected. The result of the study shows that: ① The overall score of the effectiveness of the 3·20 Relaxation Plan was around in the middle of the positive and negative extremes(mean was 2.97 in the range of 1 to 5), ② The higher the school levels, the lower the scores of effectiveness of sub-policy items of the Plan, ③ The most effective sub-plan of the six sub-plans of the Plan was the policy of continuous improvement in the quality of public education, ④ Regulation of indicating tuitions and fees of cram schools or operation of monitoring system of tuitions and fees of cram schools were more favored by parents than after-school program or EBS lectures through television, ⑤ The least effective sub-plans were the ones related to the relaxation of private education in English or creative writing and the admission to universities. A proposal was made for the future planning and execution of private education policy based on the research result.
