한국교육의 신자유주의화 과정과 그 성격

The process and characteristics of neoliberaliztion of Korea education: Becoming like competitive cram schools and establishment of neoliberal governmentality

본 연구에서는 과거 김영삼 정부 시절 5.31개혁안에서 공식화되었던 신자유주의 교육정책이 김대중-노무현 정부를 거치며 어떻게 구현되었는지, 현재 이명박정부에 이르러 어떻게 그 정점에 달하게 되었는지를 살펴보고자 하였다. 특히 역대 정부들의 교육정책에서 무엇을 신자유주의적이라고 규정할 수 있는지, 그리고 한국교육의 신자유주의화의 성격과 그 의미가 무엇인지를 분석하는 데 초점을 두었다. 이를 위해 본 연구에서는 교조적 신자유주의에 한정되지 않고, ‘확장된 신자유주의’, ‘신자유주의 통치성’의 이론적 틀을 폭넓게 사용하였다. 본 연구에서는 김영삼 정부 이후 역대 정부에서 시행되기 시작한 선지원ㆍ후추첨 방식의 평준화제도, 7차 교육과정, 교육복지 확충, 교원평가, 자율형 사립학교, 국가수준학업성취도평가, 4ㆍ15 학교자율화 조치, 고교다양화 300프로젝트와 국가수준학업성취도평가, 학교자율화 조치 등이 왜 신자유주의적이며, 무엇이 문제인가에 대하여 기존의 논쟁을 중심으로 재검토ㆍ분석하였다. 그 결과, 김영삼 정부 이후 역대 정권 하에서 국가주도적으로 이루어진 주요 교육정책들이 신자유주의에서 벗어날 수 없었으며, 또한 신자유주의화 과정에서 한국교육의 고유한 맥락인 입시경쟁교육의 시장화 와 맞물려 학교의 입시학원화와 ‘자율적 통치성’이 독특하게 구축되었다는 결론에 이르게 되었다.

This study attempted to examine how the neoliberal education policies made official under Kim Young Sam government has been realized during Kim Dae Jung, No Mu Hyun, Lee Myung Back government. This study had focus on what could be defined as neoliberal in their education policies and analyzed the process and characteristics of neoliberalism. In this study, the theoretical frame of expanded neoliberalism and neoliberal governmentality was used widely for this. The previous arguments about why education policies such as school choice in the high school equalization system, the 7th national curriculum, teacher evaluation could be considered neoliberal and what problems those policies could involve were critically reviewed. Moreover, this study suggested that 300 project for the diversification of high school , the state-level test for student achievement and 4ㆍ15 school liberalization measures implemented fully under Lee Myung Back government showed neoliberal aspects and they could be understood fully in terms of Foucault s neoliberal government. The neoliberalization of Korea education led us to judge that the educational policies of all the governments after Kim Young Sam government have been seized by neoliberalism. Neoliberal governmentality made the point more clear. What this means was considered in the aspect of marketization in educational competition for entrance exam .
