교육청 정책에 대한 학부모의 이해도 및 요구도 분석

An Analysis of the Parents Understanding and Need of the Educational Policy

본 연구의 목적은 교육청 정책에 대한 학부모의 이해도와 요구도를 분석하여 우선순위를 실증적으로 규명하는 데 있다. 이러한 연구목적을 달성하기 위해, ‘2011년 시·도 교육청 평가결과’를 활용하여 ‘만족도 지수’가 낮은 울산광역시교육청을 연구대상으로 선정하였고, 울산광역시교육청 학부모를 대상으로 면담과 설문조사를 실시하였다. 교육청 시책과 역점 사업에 대한 학부모의 요구도는 Borich 공식을 활용하여 분석한 후 The Locus for Focus 모델을 사용하여 결과를 제시하였다. 주요한 연구결과는 다음과 같다. 첫째, 울산광역시교육청의 교육시책 및 역점과제에 대한 이해도는 평균 3.25인 반면 성과달성도는 3.05로 차이를 나타냈다. 둘째, 9개의 교육시책과 역점과제에 대한 중요도와 달성도 간 인식차이가 있었다. 셋째, 교육청이 추진하는 역점사업이나 정책과 학부모들이 우선적으로 추진되기를 원하는 정책간에는 상당한 차이가 있었다. 이상의 연구결과를 토대로 교육청 성과에 대한 홍보 강화, 학부모 만족도 향상을 위해 타 교육청과 차별화된 정책 추진 전략, 학부모회 활성화 등을 통한 학부모의 학교참여 유도 등을 제안하였다

This study examines the parents understanding and need of the educational policy. For this purpose, this study detected Ulsan metropolitan office of education which took the low score of parents satisfaction respectively. The data were collected by interview and survey and analyzed by Borich priority formula and the Locus Focus Model. The findings of this study are as follows. Firstly, there is a considerable difference between parents understanding and accomplishments for the policies of the office of education. Secondly, parents confirmed a statistically significant difference between priorities and accomplishments. Therefore, the office of education needs to deliberate educational policies according to the needs of the parents. At the end of the paper, the study suggested some policy implications that importance of sharing information with parents and some strategies for educational policy like a vitalization of parents in school decision making.
