교육위원회와 교육의원 제도에 관한 연구

Study of the Local Education Autonomy and Board of Education Policy

본 연구는 교육정책의 형성과정에 관심을 가지고 이를 분석하기 위해 기존의 교육정책이 외부환경적 요인 및 행위자 요인에 의해 변화하는 과정을 분석하였다. 분석결과 큰 틀에서의 교육제도는 일제강점기, 미군정, 권위주의 시기의 정치적 결정, 민주화 과정 등의 정치적 환경, 소득수준 증가 및 교육수요의 확대라는 외부환경적 요인의 변화, 행위자의 변화 등 다양한 요인으로 인해 변화하였음을 알 수 있다. 그러나 2006년 도입된 교육의원제도를 2014년 일몰시키기로 결정한 2010년의 국회 정책결정과정은 역사적 흐름의 측면에서도 매우 이해하기 힘든 결정이라는 것이 드러난다. 후속적인 교육위원회의 구성이 결정되지 않은 채 폐지가 먼저 이루어 졌다는 점, 일방적인 정치적 판단에만 의해 폐지가 결정되었다는 점, 교육의원이 정치권의 영역으로 포함될 개연성이 높아졌다는 점 등 큰 문제점이 있는 정책결정과정 이었다. 지금까지 교육정책에 대한 연구는 실질적인 효과를 분석하기보다 교육의 정치적 중립 등 관념적인 이념의 관점에서 접근한 연구가 주를 이루었다. 그러나 이제는 제도가 실질적으로 어떤 긍정적 효과를 나타내는지 관심을 가져야 한다. 따라서 교육계는 교육의원제도와 관련한 제도변화 전후의 효과를 실증적으로 연구하여 보완책을 제시하는 등, 합리적인 교육의원제도 정착에 더욱 관심을 기울여야 한다.

We studied it by using the frame of historical institutionalism and Time Lag Approach, analyzing the process that an existing policy is being morphed by social environment and actor-related factors. After the analysis, We found out that education policy is changed by diverse factors as social environment and actor-related factors from Japanese colonial era, the U. S. military government, political decisions in the days of authoritarianism, political environment like process of democratization, increase of an income level, expansion of education needs. However, it is revealed that sunsetting the board of education, which was adopted in 2006, is difficult for us to comprehend even with factors of the historical trends. Problems that a board of education was disbanded by a unilateral decision of politics sector without the follow-up organization and the adopted policy went out of force before it took into effect, the possibility that a member of the board of education comes under the political sector increases are appeared on the policy making process. This shows that education sector returns to being under control of politics. With results from the scrutiny, they should make efforts to find the way to develop education policy by empirical study.
