This paper is to suggest a policy for elementary English education in view of EFL reality. The point is whether or not to accept the need of introducing English as a subject matter in the 1st~2nd grade in elementary school. Looking back on the 7th English curriculum from 1997 until now, no mention was sincerely done about introducing English for the 1st~2nd grade since 2006 while children in preschool, kindergarten and most of private schools have already learned English at a great cost nationwidely. The 7th curriculum has been revised three times(2007, 2009, 2015) and especially in elementary school, extended one hour per week for 3rd~4th and 5th~6th grade in 2008. The 2015 English curriculum will be realized to activate students key competence in 2018. Not including English as a subject matter in the 1st~2nd grade will not be enough for revitalizing 2015 curriculum.
