아동 정보 사각지대 규모 추정과 정보 연계의 법적 쟁점 연구

The Estimate of Service Coverage of Information System for children and Legal Issue of Childhood Data Integration

이 연구는 정부가 관리‧ 운영하는 정보시스템 중 아동과 관련하여 정보의 누락이나 탈락의 규모를 추정하고, 이를 관리하기 위한 정보시스템 연계에 따르는 법적 쟁점을 분석한다. 18세 미만의 아동 정보는 사회보장정보시스템, 보육통합정보시스템, 유아교육정보시스템, 교육정보시스템(NEIS), 지역사회청소년통합지원체계(CYS-Net), 학교 밖 청소년 지원센터(꿈드림) 정보망 등에 등록된다. 이외에도 출입국관리정보시스템, 형사사법정보시스템, 국민건강보험공단 정보시스템, 고용보험 시스템 등에도 등록된다. 이 중 보건복지부, 교육부의 통계를 활용하여 아동 정보의 사각지대 규모를 추정 결과, 2015년 기준 영‧유아 27만명, 7~18세 41만명으로 총 68만명이 누락되는 것으로 나타났다. 아동 정보의 사각지대는 정보 누락, 등록 후 관리 미흡에 따라 발생하며 정보시스템 간 연계를 통해 사각지대를 해소할 수 있는 가능성이 있다. 그러나 여성가족부의 학교 밖 청소년 실태조사를 위한 교육부 정보 요청 사례에서 개인정보자기결정권의 문제가 발생하는 것으로 나타났다.

This study is focused on integration of childhood data. As public information systems are managed independently, children who are in discontinuation of service or drop outs are omitted in information system. As a fundamental study of suggest policy of information integration, this research estimate scale of out of service and deal with legal issues. Children under age 18 are registered on several public information system, Social Security Information System, Integrated Child-care Information System, National Education Information System, Community Youth Safety-Net and Information System of Youth Support Center K-Dream. And Information Systems of Immigration Service, Criminal Justice Services, National Healthcare Insurance and Employment Insurance are collect information of some children in special occasion. To Estimate scale of children who are out of public service coverage, child care and educational statistics are collected produced by Ministry of Education and Ministry of Health and Welfare. About 680 thousand children are out of coverage of public information system. As a result of omission or insufficient management of childhood data, some children are left blind zone of public service. To consolidate childhood public service and history management, integration of information system for children is in need. However, legal issue of self-determination over personal data or public interest is occurred in the case of data request of adolescent dropouts of formal education over Ministry of Education by Ministry of Gender Equality and Family in 2007.
