This study looks into government policies to promote the school music education, upon which it discusses its challenges. The government of South Korea put at the center of its goal of school education the cultivation of students’ personality and creativity. In order to realize this goal in music education, the government has encouraged the activities of student orchestra or music clubs, free-learning semesters for art or athletic activities, and other related programs for students to shape good emotional and personal development. The findings from this study shows that, to realize this goal in full, the government should develop various music programs for students, offer re-training programs to strengthen professionalism of music teachers, place competent music professionals into music classrooms, and give enough financial supports to improve music facilities or to provide musical instruments. Furthermore, they also imply that it should consider activating a donation system for effective music education, forming a music education council to discuss relating issues to music education, developing a strategy for spreading successful cases of music activities and teachers into other music classrooms, and holding national or local music festivals or events for getting various musical communities together.
