농산어촌 일반고 학생의 과목 선택권 확대 방안 탐색

Study of Expanding Students’ Right to Choose Subjects at General High Schools in Rural Communities

연구목적: 본 연구는 학생의 과목선택권 확대에 대한 관심이 높아지고 있는 상황에서 상대적으로 이러한 변화 추세에 적극적으로 대응하기 어려운 농산어촌 일반 고등학교의 과목 선택 실태 및 문제를 살펴보고 이에 근거하여 농산어촌 일반 고등학교 학생의 과목 선택권 확대 방안을 탐색하는 데 목적이 있다. 연구방법: 이러한 연구 목적을 달성하기 위해 17개 시 도교육청의 관련 업무 담당자를 대상으로 서면조사를 실시하고, 농산어촌 일반고 5개교의 교사 총 11명을 대상으로 심층면담을 실시하여 실태 및 문제점을 분석하고, 이에 대한 분석 결과를 토대로 과목 선택권 확대 방안을 탐색하였다. 연구결과: 의견 조사 결과를 종합하면, 농산어촌 일반 고등학교에서 학생의 과목 선택권 확대를 가로막는 장애는 학생들의 과목 선택에 대한 의지 결여, 학교의 현재 교원 및 시설 조건에 맞춘 관행적인 교육과정 편성 운영, 교원 수급 및 교원 업무 부담 증가, 예산 및 시설 문제, 학생 관리 및 안전 문제 등이다. 결론: 본 연구는 장애 요인에 대한 분석 결과를 바탕으로 교육청에 교육과정이수 지원 부서를 설립하는 방안을 제안하였다. 농산어촌 일반 고등학교 중 인근 지역에 2∼3개의 학교가 모여 있는 경우에는 공동 교육과정 운영을, 외딴 지역에 한 학교만 위치해 있는 경우에는 겸임 순회교사나 강사 활용을 통해서 학생의 과목 선택권을 확대할 수밖에 없으므로 이러한 업무를 해당 학교들과의 협의를 통해 교육청 내 담당부서에서 담당하도록 할 필요가 있다. 본 연구의 제안이 실효성을 가지기 위해서는 내실 있는 진로 교육을 통하여 학생들에게 자신의 진로에 맞는 과목을 선택하고자 하는 의지를 길러줄 필요가 있고, 교원 업무 경감 대책, 예산 지원, 공동 교육과정 운영 시 학생 관리 및 이동에 따른 안전 문제에 대한 대책 마련 등이 필요하다.

Purpose: The purpose of this study was to provide support plans for expanding students’ right to choose subjects at general high schools in rural communities. Method: To achieve the aims of study, this study used an opinion survey of members of the Office of Education in local cities and conducted interviews with teachers at general high schools in rural areas. Results: According to the aggregated findings from the opinion survey and interview data, the obstacles to the expansion of the students’ right to choose subjects can be summarized as following: students’ lack of willingness about choosing subjects, customary curriculum organization and operations due to current faculty and facility conditions at schools, difficulty of faculty supply, increase in teachers’ work burden, budget and facility problems, and student management and safety issues. Conclusion: Based on the results of the analysis of the obstacles, a plan was proposed in this paper to establish a department(s) at the Office of Education that supports the completion of school curriculum. For the proposal of this study to be effective, it is necessary to nurture students’ willingness to choose subjects appropriate to their own careers through substantial career education. It is also necessary to prepare measures to reduce the faculty workload, budget support, and measures for student management and safety problems caused by student movement in operating a joint curriculum.
