주요 교육시민단체의 정책 영향력 형성요인 분석

A Study on the Comparative Impact Power of Major Education Nonprofit Organizations on Education Policies

이 연구는 교육시민단체의 조직운영과 현황에 관한 선행연구를 통해 시민단체의 정책 영향력의 형성요인을 분석하였다. 그리고 이를 통해 정책 영향력에 근거한 교육시민단체 역량 분석 기준을 수립하였다. 정책 영향력을 기준으로 구조역량, 운동역량, 여론의지지 세 가지 요인에 맞추어 분석해본 결과, 오랜 역사를 가진 학부모 중심 교육시민단체들의 정책 영향력은 약화되었고, 설립된 지 10여년 안팎의 시민 및 교사 중심의 중견 교육시민단체들의 활동이 활발하였다. 현존하는 교육시민단체들이 처음 설립된 시기의 자신들의 방향을 잃지 않고 오랜 시간 힘 있게 나아가기 위해서는 구조역량, 운동역량, 여론의지지가 톱니바퀴처럼 잘 맞물려 돌아가는 지속적인 성장이 필요하다.

The purpose of this study is to analyze the factors influencing the power of the education NPOs and their comparative impact power on education policies in Korea. The criteria for measuring the comparative impact power were based on structural competence, goal achieving activities and support by mass media. The study showed that while the policy impact of the NPOs with relatively long history has been weakened, the new ones with less than about 10 years history have strengthened their impact. To increase policy impact, the education NPOs need to develop their structural competence, activities and support by mass media.
