점진적 제도변화의 동인으로서 「1수업 2교사제」에 관한 연구

A qualitative case study on a co-teaching as a driver for gradual educational change

최근 1수업 2교사제 정책으로 코티칭(co-teaching)에 대한 관심이 높다. 초등학교의 자기충족적인(self-contained) 교실과 1인(solo) 담임제 학교 문법하에서 코티칭은 가히 이단적(異端的)인 시도라고 할 수 있다. 이러한 1수업 2교사제 정책을 시범적으로 운영하고 있는 바다별초등학교 사례는 보기 드문 연구 기회를 제공해 주었다. 본 연구에서는 1수업 2교사제라는 실험적 시도의 실천 양상을 교수-학습 차원과 교직문화 차원에서 탐색적으로 조명해 보는 것이었다. 이를 위해 코티칭 이론과 점진적 제도변화 이론을 분석틀로 삼아 바다별초의 1수업 2교사제를 질적 단일 사례 연구기법을 통해 조명해 보았다. 연구 결과, 교수-학습 차원에서, 초기에는 코티칭 양상이 한 명이 가르치고, 다른 한 명은 지원하는 ‘교수+지원(one teach, one support)’형태를 띠었으나, 점차 다양한 수업 유형들이 보다 적극적으로 시도되는 것을 확인할 수 있었다. 교직문화 차원에서는 초기에 코티칭 제도가 그 취지를 살리기 보다는 교과전담제라는 굴절된 형태로 실천되는 양상을 보였으나, 점차 전문적 협력을 위한 실천을 견인하는 방식으로 변화하는 양상을 확인할 수 있었다. 논의 및 결론에서는 점진적 제도변화의 동인으로서의 1수업 2교사제가 갖는 가능성과 한계를 중심으로 본 연구의 이론적, 실천적, 그리고 정책적 시사점을 제시하였다.

In the last few years, there has been increasing interest in Co-teaching in the field of elementary education in South Korea. Previous studies on co-teaching mostly conducted in the contexts of early-childhood, special education and English as Foreign Language(EFL) have not examined the ways in which co-teachings were implemented in elementary education settings. This qualitative study instead shows the way in which co-teaching played as a major driver for gradually but consequential educational change in terms of ‘teaching and learning’ and ‘organizational culture.’ Finding reveals that initially the co-teaching at the pilot school was implemented in the form of ‘one teach, one support’model in conjunction with the existing departmentalized teaching system. However, the co-teaching practices has been enacted in the way in which gradually incorporated the three major elements of co-teaching. By showing the under-explored practices of co-teaching in elementary education, our analysis shows co-teaching played major driving force of an evolutionary and less confrontational mechanism for collaborative professionalism.
