특수학교와 보육시설을 대상으로 한 화재예방 관련 시설 설치 및 시설안전점검에 관한 비교분석

A Comparative Analysis on the Installation of Fire Protection Systems and the Safety Inspection of Facilities for Special education schools and Daycare centers

이 연구는 특수학교와 보육시설을 대상으로 화재예방 관련 소방시설 설치현황과 시설안전점검을 비교분석한 연구이다. 특수학교 교사, 보육시설 교사를 대상으로 설문조사를 실시하였다. 조사기간은 2017년 5월 11일부터 6월 15일까지였다. 조사 지역은 서울, 인천, 대구, 부산, 경기, 경북 지역으로 한정해서 설문 조사를 실시하였다. 연구 결과는 다음의 세 가지로 제시할 수 있다. 첫째, 소방시설 설치 현황에서 보육시설이 특수학교 보다 각층 소화기 설치, 각층 옥내소화기 설치, 비상구 및 피난구와 유도등 설치가 잘 되어 있었다. 화재감지를 잘 보이는 곳에 설치, 각층 스프링클러 설치, 각층 비상조 명등 설치는 특수학교가 보육시설 보다 잘 되어 있었다. 둘째, 시설안전점검 현황에서 보육시설이 특수학교에 비해 안전점검이 잘 되고 있음을 알 수 있었다. 셋째, 특수학교와 보육시설의 시설안전점검 정도의 비교에서는 보육시설이 전기안전점검, 가스안전점검이 특수학교에 비해서 자주 실시되고 있음을 볼 수 있었다. 이상의 결과를 근거로 논의 및 정책적 함의를 제시하였다.

This study is a comparative analysis of fire safety installation and facility safety inspection for special education schools and daycare centers. Special education school teachers and daycare center teachers were surveyed. The survey period was from 11th May 2017 to 15th June 2017. The survey area was limited to the regions of Seoul, Incheon, Daegu, Busan, Gyeonggi and Gyeongbuk. The results of this study can be summarized as follows. First, regarding firefighting facilities, daycare centers were better equipped with fire extinguishers, fire hose stations, emergency exits and directional signs. However in special education schools, the fire detectors were more visible than in the daycare centers, and sprinklers and emergency luminaires were installed on each floor. Second, in the safety inspection of the facilities, the daycare centers performed better than the special education schools. Third, the comparison of the degree of facility safety inspection between special education schools and daycare centers showed that the electric safety check and the gas safety check are carried out more frequently in the daycare centers than in special education school. Based on these findings, discussion and policy implications are suggested.
