Strategic Decision Making on the Expansion of Wood Pellet Business: with Application of Cynefin Framework

본 연구는 베트남기반 Wood Pellet사업의 확장을 위한 의사결정과 전략지침을 제공하기 위한 것이다. 연구방법으로 복잡한 경영상황을 유형화 하고 문제해결에 적용해온 쿠네빈 프레임워크를 이용하였다. 펠릿사업의 확장을 위한 사업역영별 4가지 핵심 의사결정과제를 선정하고, 예측가능성, 인과성 파악, 사례유형 등의 특성을 평가하여, 펠릿사업의 문제(이슈)를 단순영역, 난해영역, 복잡영역, 혼돈영역으로 구분하였다. 펠릿사업의 핵심이슈도 여타의 경영문제와 같이 난해영역과 복잡영역의 문제로 나타났다. 성공적인 사업확장을 위한 전략방향은 원료공급지 선택, 생산시스템 확립, 복합물류의 효율적 관리, 해외시장 개척으로 제시되었다. 이를 위한 실천방안으로 원활한 원료공급을 위해 베트남 북부지역에 추가공장을 설립, 생산시스템 확립을 위한 추가공장의 Total Engineering 발주, 물류기업의 전략적 파트너쉽을 통한 효율적 물류관리, 일본시장 진입을 통한 전방통합 등을 제시하였다. 본 연구는 경영현장의 문제해결을 위해 쿠네빈 프레임워크를 적용했다는 점과 Wood Pellet사업 확장을 위한 실천방안을 측면에서 의미를 지닌다.

The central purpose of the current research is to provide strategic guidelines for the expansion of wood pellet business in Vietnam. As a research method, the Cynefin framework was adopted that can classify complicated business situations and can be applied for problem-solving processes. This research selected a set of four key issues for business sectors and evaluated their predictability, causality, and types of practices. Then, the issues were classified as belonging to one of the following: simple, complicated, complex or chaos. It was found that the key issues were either complicated or chaos areas. The suggested strategic guidelines for the successful expansion of the business include appropriate selection of raw material suppliers, vestablishment of optimal production system, effective management of combined logistics and overseas market development. Detailed action plans for the proposed strategy include (i) additional factories in Northern Vietnam to secure smooth supply of raw materials, (ii) order of Total Engineering for effective production system at the additional factories, (iii) strategic partnership with logistics companies, and (iv) forward integration through entry to Japanese market. The present research might be significant in that it applied the Cynefin Framework to solve problems of businesses and suggested a set of action plans for the expansion of the wood pellet business.
