장애인 평생교육 관련 법규 및 지원체계의 현황과 과제

Status and Tasks of Related Laws and Supporting System of Life-Long Education for the Disabled

본 연구의 목적은 장애인 평생교육 관련 법규와 지원체계에 대한 현황을 분석하고 미비점에 대한 보완책을 논의하는 것이다. 이에 따라, 장애인 평생교육의 문제점을 장애인 평생교육 개념의 모호성, 법규적 측면의 미비점, 지원주체 간의 역할 및 기능의 불명확 등 세 가지 측면에서 제기하였다. 고용과 복지와 밀접히 연계된 장애가 가지는 특성을 고려할 때, 장애인 평생교육에 대해서는 그 의미와 필요성에 대한 이념적·철학적 접근이 더욱 요구되고, 법규적인 측면에서는 장애인 전문 평생교육사의 양성을 위해서 자격제도를 보완하고 그 배치와 이행을 담보할 수 있는 법 규정의 마련을 제안하였다. 아울러 지방차원에서는 장애인 평생교육 관련 조례가 조속히 완비되어야 함을 지적하였다. 장애인 평생교육의 지원체계와 관련해서는, 중앙과 지방차원에서 관련기관 간 연계·협력의 필요성을 강조하였다. 이를 통해 장애인 평생교육의 전환점을 마련한 최근의 「평생교육법」개정의 취지가 단순한 선언적 의미에 그치지 않고, 향후 장애인 평생교육 발전에 실질적인 기여를 할 수 있을 것이다.

Under the context of recent amendment of 「Lifelong Education Act」, the purpose of this study is to analyse the related laws and supporting system of lifelong education for the disabled, and is to discuss the problems and the ways of solving them. The problems are raised in terms of ambiguity of conceptions, imperfection of related laws, and uncertainties of roles and functions among the supporting agencies. Considering the characteristics of disabilities closely related with employment and welfare issues, it is suggested that the conception and necessity of lifelong education for the disabled should be discussed on the more ideological and philosophical basis. In the legal aspects, revision in the certification system of lifelong educator and enactment of local rules are proposed. It is also suggested that the linkage and cooperation among the supporting agencies be reinforced. This study is expected to contribute to substantive enforcement of revised 「Lifelong Education Act」and active discussion of lifelong education for the disabled.
