This paper aims to prevent debates on GM crops from being a costly controversy in parallel, and to lay the groundwork for finding solutions to the practical problems associated with GM crops. The debate on GM crops has been addressed in many scientific, socio-economic, and ethical perspectives, with philosophical issues added to the controversy. This paper aims to explore philosophical issues related to GM crops and to clarify key concepts to reduce the costly debate surrounding GM crops and to create a platform for further productive debate. As a result of the philosophical analysis, it turns out that the meaningful issues of GM crops are safety issues and rights issues. Safety issues will be solved through scientific work, but they may require measures and systems to ensure safety. The issue of rights is divided into the issue of ensuring autonomous choice of consumers and the right of seeds.
