다문화가족을 위한 사회복지실천가의 문화적 역량에 대한 도전과 과제

Challenges and Tasks for Cultural Competence of Social Workers Working with Multicultural Family

본 연구는 다문화사회로의 전환에 따라 사회복지실천현장의 중심쟁점으로 부각된 사회복지실천 인력의 문화적 역량에 대한 도전과 과제가 무엇인지 살펴보고자 한다. 생태체계적 관점에 근거해 문화적 역량을 사회복지실천가와 그가 속한 사회적 환경사이의 적응적 결과로 조명하고, 사회복지실천가 집단 내부와 외적 환경으로부터의 문화적 역량에 대한 도전을 규명해 보았다. 문화적 역량에 대한 선행연구와 관련 통계자료를 이용한 문헌분석방법을 사용했다. 내적 도전으로는 사회복지실천가의 성적 및 문화적 동질성, 낮은 수준의 문화적 역량이 논의되었으며, 결혼이주민과 다문화가정아동의 양적 확대, 결혼이주민 집단의 다양성 증가, 다문화가족 문제의 복합화 등이 외적 환경으로부터의 도전으로 주목되었다.

Purpose of this study was to discuss issues on social worker s cultural competence in accordance with transfer to multicultural society. Based on ecosystemic paradigm, this study hypothesized cultural competence as a byproduct of adaptation between social workers and professional environment under that the social workers work for families with multicultural backgrounds. This study employed literature analysis method with studies on cultural competence and statistic reports on demographics of immigrants. Increase in the size of immigrant population including racially mixed children and complexity of families with multicultural backgrounds were identified as challenges from professional environment. Also, demographic homogenity of social workers and low level of cultural competence of social workers were discussed as challenges originated in social work professionals.
