건축물 소음 성능 등급 표시제도 표준화

Standardization on the Building Acoustic Performance Labeling

바닥 충격음 및 이웃 간 소음은 공동주택의 주된 민원 사항으로 사회문제로 발전되었다. 우리나라에는 다양한 공동주택 소음 성능 평가 체계가 시행되고 있지만, 대부분 설계 및 실험실 평가 결과를 바탕으로 하고 있다. 또한 각 등급 및 성능에 대한 설명이 부족하다. ISO에서는 주택 소음 성능 표시에 대한 국제표준 제정을 추진하고 있다. ISO 표준의 경우 건설 후 현장에서의 성능 평가를 기반으로 하고 있으며, 각 성능 등급에 대한 자세한 설명 및 소음 성능 표시제도에 대한 내용을 포함하고 있다. 우리나라도 건축물 소음 성능 등급 표시제도 도입에 대한 논의가 필요하다. 소음 성능 등급 표시제도 도입 시 거주자 체감하고, 합리적으로 이해할 수 있는 등급을 주택 거래에 활용할 수 있다. 이를 통해 소음 발생을 줄이는 생활 습관 및 이웃 간 화합하고 이해하는 환경을 유도할 수 있다.

Floor impact noise and noise from neighbor was became a major complain and developed one of the social problems in Korea. There are several certification and classification systems on the floor impact sound and noise from neighboring units. These certification systems were based on the design and laboratory test results. In addition, explanation on each class was not provided to residents. In ISO, international standard on acoustical classification scheme for dwelling is under development. Building acoustic performance class labelling of apartment in ISO standard was based on the field test results. Also the standard provides quantitative and qualitative explanation on each classes. At this stage, discussions on the introduction of building acoustic performance class labeling is needed. In the building acoustic performance labelling, the classification scheme by which residents can feel and understand the difference between classes should be included. The building acoustic performance label can be used for fair house trade. Building acoustic performance class labelling systems will contribute on the lifestyle and environmental harmonization and understanding between neighbors.
