2003년 몬트리올 IEC 총회에서 IEC와 IEEE 두 표준기관이 협력하여 동일 주제의 표준에 대해서는 이중 로고 사용을 합의하였다. 그 일환으로 기기검증 관련 표준인 IEC60780과 IEEE323을 단일 표준으로 제정하고 이중 로고를 사용하는 협력사업을 착수하였으며, 2016년 2월에 “원자력시설-안전성에 중요한 전기기기-검증”이라는 제목으로 최종 발간되었다. 이 표준은 원자력시설에 사용되는 안전성에 중요한 전기기기 및 관련 연계설비의 검증에 관한 기본요건, 즉 검증원칙, 검증 방법 및 절차 등을 규정하고 있다. 이 논문에서는 IEC 및 IEEE 기관의 협력 및 주요 개정내용과 규제 적용성을 평가한다.
In 2003 IEC plenary meeting held in Montreal, both IEC and IEEE organizations agreed the use of dual logo on the standards of same subject. As part of collaboration, they launched the joint projects which establish a single standard harmonizing with IEC60780 and IEEE 323 related to equipment qualification and use dual logo, and finally published “Nuclear Facilities – Electrical Equipment Important to Safety – Qualification” in February 2016. This standard describes the basic requirements, say, principles, methods, and procedures for qualifying electrical equipment important to safety and interfaces that are to be used in nuclear facilities. This paper deals with the revision and major contents of IEC and IEEE joint projects and evaluates their effects on regulatory applicability.
