신기술(NET)․신제품(NEP) 인증제도 통합을 위한 연구

A Study on the Integration of the NET and the NEP Certification Systems

신기술(NET)과 신제품(NEP) 인증제도는 신기술을 발굴하고 인증된 제품의 판로 지원을 통한 산업발전을 제고한다는 차원에서 그 취지가 일치하나, 분야 및 부처별로 각각 달리 운영되므로 기업과 소비자에 혼란을 주고 있다. 본 연구는 신기술, 신제품 인증에 대한 법, 시행령, 운영요령 등의 규정을 조사한 후, 신기술, 신제품 인증제도 통합을 위한 방안을 제시하고자 한다. 본 연구의 논의방향을 구체적으로 살펴보면 첫째, 인증 관련 각종 신청 및 보고서식 통일화 둘째, 인증 관련 신청 접수 기한의 통일화 셋째, 인증획득 등 인증절차의 통일화 넷째, 인증관련 비용의 적절한 수준을 정하고 통일화 다섯째, 인증제도개선 여섯째, 신기술인증 통합정보시스템을 구축하여 공동으로 운영할 수 있는 방안 등을 제시한다.

The certification system of New Excellent Technology(NET) and that of New Excellent Product(NEP) are consistent with their purposes in that they try to find a new technology and to support new products’ marketing, enhancing industrial improvements. However, their operation by individual ministries or fields makes companies and consumers confused. This study investigates legislations, an enforcement ordinance, a method of management and other regulations, and then tries to suggest a way to incorporate NET and NEP. The specific directions for the discussions are: first, unification of various applications and report formats related to certification, secondly unification of application periods, thirdly unification of certification acquisition and certification procedures, fourthly appropriate cost (range) and unification for certification, fifthly improvements of the certification system, and finally a method to operate jointly by way of constructing a comprehensive information system for NET.
