국가표준 일원화 체계 구축 방안 연구: 목재산업분야를 중심으로

Study on Strategy for Unification Process between Korean Standards (KS) and Technical Regulations: Wood-based Industry

활발한 국가표준의 개발은 표준의 양적 성장을 바탕으로 산업 경쟁력 향상에 기여하였으나 이원화된 산업표준과 기술기준은 오히려 기업의 이중부담과 수요자의 혼란을 야기하였다. 최근 이러한 문제점을 해결하고자 정부의 주도로 각 부처의 전문성을 기반으로 하는 국가표준의 일원화 정책 사업을 시작하였으나 구체화된 표준의 일원화 체계가 미흡하여 이에 대한 연구가 필요한 시점이다. 본 연구에서는 사회과학의 비교분석방법론을 적용하여 3단계의 표준 비교분석 체계를 수립하고자 하였으며 표준 비교분석 결과를 바탕으로 일원화를 판정하고 효율적이고 합리적인 산업표준과 기술기준의 일원화 방안을 마련할 수 있도록 하였다. 본 연구의 결과는 목재산업분야 국가표준 일원화에 적용하여 해당 분야의 일원화 체계를 마련하는데 기여할 것이며 국가표준의 일원화 전략수립을 위한 기초 자료로 활용될 수 있을 것으로 기대한다.

The quantitative growth of number of national standards contribute to improve industrial competitiveness, but differences between technical regulations and industry standards imposed double burden and confusion in the related industries. Recently, Korean government has launched a policy to unify national standards based on expertise of relevant departments, but there was no precedent framework researches. In this study, three stages of comparative analysis system was proposed to established efficient and rational industrial standardization methods based on strategy of comparison of analysis method. The findings are expected to serve as a basis for the establishment of a unified national standards on wood industry and would be used as a basic framework on unification of national standardization.
