다문화가족 지원기관의 현황 분석과 전문 프로그램 개발

The Development of Professional Programs based on the Analysis of the Multicultural Family Agencies

현행 다문화가족 지원 프로그램은 동화주의적 관점을 탈피하지 못하고 정부의 예산지원이 한 대상 집단이나 특정사업에 편중되어 있으며 좀 더 시급한 전문프로그램은 전무한 것으로 지적되고 있다. 본 연구에서는 이러한 문제점을 조사하기 위하여 239개소의 다문화가족 지원기관의 사업현황을 분석하였고，이러한 분석결과를 근거로 결혼이민여성의 강점과 욕구에 맞는 역량강화 프로그램으로 ‘이중언어 통역사 교육 프로그램’ 을 계획하였으며，서울 및 평택시 다문화 관련 기관 실무자 25명과 결혼이민여성 25명을 대상으로 욕구조사를 실시하였다. 조사결과，통역사를 활용하는 소수의 기관에서도 체계적인 교육을 실시하지 못하고 있었고，통역 경험이 있는 14명의 결혼이민여성 모두 통역사 교육 프로그램에 참여한 경험이 없었으며, 한국어 구사력과 통역 경험여부에 상관없이 자신의 잠재력을 발휘하고 역량을 강화시킬 수 있는 전문 프로그램을 원하는 것으로 나타났다. 이러한 조사결과를 바탕으로 ‘이중언어 통역사 교육프로그램’ 의 장점과 프로그램 방향에 대해 제언하였다.

There has been criticism that the current programs for multicultural families are mainly based on the assimilation approach, and the related budget of government is not administered based on the needs of the families as well as the conditions of the fields. In this study, we analyzed 239 agencies which support multicultural families including those of migrated internationally married women and migrated workers. Based on the analysis, we decided to develop a professional program for bilingual translators which is considered to meet the needs of migrated internationally married women and to empower them by developing their potentialities and helping their independent living in Korea. In order to develop the educational program for bilingual translators, we surveyed 25 related field workers and 25 migrated women. We found that even the agencies which use translators to provide bilingual services didn t have a regular curriculum of educating these translators. A ll of the 14 migrated women who had experiences as translators, but didn t have chances for related educations, wanted the education and training. In conclusion, we emphasized the necessity of the program of which the purpose is to support the migrated women work as bilingual translators which is one of the most advantages for them. We also suggested the mail focus and strategies for the successful implement of the program.
