한국적 다문화주의의 특성과 발전방인께 대한 고찰 이주민 통합정책을 중심으로

A Study on focusing the Korean Multicultural1 Specific Characters and Development Schemes: on the Integration Policies for the Immigrants

이 논문은 한국적 다문화주의의 주요 특성이 되고 있는 수혜대상의 유형범주에 따른 한계점과 사회통합 차원에서 실행되고 있는 다문화정책의 재조명을 통해 발전방안에 대해 논의해 봄에 있다. 정부 주도의 한국적 다문화주의의 특성은 외국인을 합법성의 기준으로 구분하며 정책의 수혜 대상을 합법체류 외국인에 한정하고, 사회통합과 국익 증진이라는 목표를 개별 외국인의 인권과 특수 상황보다 우선시 하는 특성을 드러낸다. 이런 한계점을 보완하기 위해 가장 중요한 이주민 통합정책의 과제는 결혼이주자를 포함한 다양화와 정주화 현상이 뚜렷한 이주인의 현황 파악과 그들의 문화를 수용하는 인식이 요구된다. 동시에 계층적 차원에서 결혼이주자 중심의 다문화정책에서 다양한 이주민의 문화를 수용 및 교류를 통해 한국적 다문화사회의 정착과 문화적 역량 강화에 기여할 수 있는 수혜자 중심의 구조적 인식 변화와 내용이 선행되어야 한다. 또 문화적 차원에서 체계적인 행정서비스와 다문화 교육 구축 및 인력양성과 나아가 이주민 중심의 장기적 정책입안과 서비스가 필요하다. 이를 위해 현재 제기되고 있는 부처간 업무 중복과 비효율성에서 협력체제 구축과 장기적 차원에서 다문화정책을 효율적으로 담당할 체계적이고 유기적으로 담당하는 전문적이고 포괄적인 업무 담당 부서로써 이민청 내지 다문화정책청 신설이 시급함을 제안한다.

The main purpose of this paper is to examine the limitations on the beneficiary types of Korean multicultural characters and to propose the development schemes on the based of integration policies for immigrants. The Korean multicultural characters led by Korean government is classified foreign immigrants in legality, mostly legal immigrants is only entitled to the beneficiary subjects, at the same time, social integration and national interests are superior to human rights and special conditions. The most important tasks of integration policies for the immigrants has been demanded a clear grasp of the essence of both the married immigrants and the various immigrants those who became increasing their settlement, for the purpose of the immigrants present status and understand of their culture. At the same time the Korean multicultural policies should be preceeded a changing structural perceptions and contents from not only the married immigrants but also the various beneficiary subjects. In addition, the government should make plans to establish the systematic administration service and the multicultural education of human resources in terms of the long-term basis of policies and service. In order to enhance cooperative and long-term efficiency of the current multicultural policies and avoid overlap of the government administrative works, the government should set up the government administrative office for the immigration or multicultural policies in the near future.
