이 논문은 호주의 다문화주의 경험을 살펴보고 한국의 다문화정책에 대한 시사점을 찾아보고자 한다. 아직도 백호주의가 존재하는 호주 사회에서 백인과 다른 소수민족공동체간의 갈등은 구조적인 인종적 계층구조를 타파하지 않고서는 해결될 수 없다. 이것은 한국도 또한 다문화정책을 고려함에 있어서 사회구조적 계층구조에 주의를 기울여야 한다는 것을 암시한다. 인종 간 갈등에서 발생하는 정치적, 경제적 및 사회적 문제들에 대한 고려없이 소수민족 문화에 기초하여 소수민족의 정체성을 확립하고 사회적 유대감을 형성하고자 하는 노력은 결국 실패할 수밖에 없다. 왜냐하면 그것은 문제의 본질을 외면하고 ‘하향적으로’ 그리고 ‘피상적으로’만 그러한 목표를 달성하려 하기 때문이다. 우리는 다문화정책이 소수민족의 권리를 강조하면 할수록 다수자의 권리와 같은 다른 정치적 가치가 약화될 수 있다는 점에도 유의해야 한다. 그래서 다양성에 대한 강조와 더불어 공동사회를 위한 의무의 준수, 민주사회를 위한 기본 구조와 원리의 확립 또한 강조되어야 한다. 한국의 다문화정책의 성공적 집행을 위해서는 단일민족과 단일문화에 기초한 역사적으로 뿌리 깊은 배타성이 존재해 온 한국에서, 우리는 이러한 배타적인 사고방식과 외국인에 대한 차별의식을 극복하도록 노력해야 한다.

As of March, 2010，the number of foreigners in Korea is 1,180,598, covering more than 2% of total Korean population. In addition, as of the end of 2008，the cases of international marriage are 36,204. These statistics show that Korean society already entered into multicultural society. In response to this social change, we need to consider the foreign cases of multiculturalism for finding problems of and solutions to Korean multicultural society never experienced before in our history. This paper deals with the experiences of multiculturalism in Australia and tries to find some implications and suggestions for Korean multicultural policies. In Australian society, where there s still white chauvinism, the conflicts between white and ethnic communities can t be solved without dissolving the structural ethnic hierarchy. This implies that Korea also has to pay heed to the social structural hierarchy. Seeking of establishment of ethnic identities and social consolidation on the basis of ethnic cultures, without considering the political, economical and social problems arising from ethnic conflicts, should fail in the end, for it disregards the nature of the problems and tries to achieve that goal ‘top-down’ and superficially. We should pay attention to the fact that the more the multicultural policies emphasize minority rights, the more the other political values, for instance, majority s rights, might be weakened. And so, along with the emphasis on diversity, the observance of common civic duties and the establishment of basic structures and principles for democratic society should also be emphasized. In Korea, where there has been a historically deep-rooted exclusiveness based on single nation and culture, we have to try to overcome this kind of exclusive way of thinking and discrimination to foreigners for successful implementation of Korean multicultural policies.
