한국 학부모운동 30년의 성과와 의의

A Study on the Achievements and Significance of the past 30 years of the Parents’ Movement in Korea

이 논문은 지난 30년간 면면히 이어온 한국 학부모운동을 큰 틀에서 조망하고, 운동의 주요 성과와 의의를 종합적으로 평가해 본 것이다. 이를 위해 먼저 학부모운동의 흐름과 진행과정을 고찰하였으며, 활발하게 전개되어 왔던 학부모운동이 최근 들어 침체되고 있는 현상에 대해서도 검토하였다. 학부모운동의 주요 성과는 학부모의 교육주체화, 아동(학생)의 보호와 존중, 학교운영과 교육문화의 새로운 변화, 정부와 학교 및 이익집단의 감시와 견제, 학부모가 바라던 교육정책의 실현이라고 할 수 있다. 아울러 학부모운동은 학부모 스스로 펼친 주체적 운동, 교육문화를 바꾼 의식개혁 운동, 모두의 행복을 위한 교육공동체 살리기 운동, 미래지향적인 신사회 운동, 여전히 진행 중인 미완의 운동이라는 교육적⋅사회적 의의를 지닌다고 하겠다.

This paper takes a view of the overall trend of the Korean parents’ movement over the past 30 years, and comprehensively evaluates and reviews the main achievements of the movement and its significance. The active parents’ movement has recently been undergoing a change and has shown signs of stagnation. The achievements of the parents’ movement can be said to be the educational subjectivization of parents, the protection and respect of children(students), the new changes in school management and education culture, the monitoring and checking of the government and interest groups, and the realization of the educational policy that parents wanted. The educational and social significance of the parents’ movement is that it is a self-directed and consciousness-reform movement that has newly changed education culture. It is the movement that aims to save the educational community for everyone’s well-being and the future-oriented New Society movement that continuously works towards ongoing unfinished work.
