제주 다문화가족정책에 대한 평가와 전망

Assessment and Outlook for the Mulicultural Family Support Policy in Jeju

이 글은 다문화가족의 존재양상과 다문화가족정책 추진체계 현황과 문제점을 제주지역을 중심으로 살펴보았으며, 논의결과를 토대로 바람직한 다문화가족정책의 방향을 모색해보고자 하였다. 우리 사회가 지향하는 사회가 진정한 다문화사회라고 한다면, 이를 위해서는 다문화주의 논의의 활성화와 함께 지역사회 수준에서의 실험과 실천의 과정이 필요하며, 정부의 정책을 보완하는 수준을 넘어서 지역 단위의 다문화 주체들의 자유와 권리를 전유하는 문제에 초점을 맞춘 아래로부터의 다문화주의 관련 논의의 활성화와 함께 지역에 맞는 다문화가족지원정책이 수립되어야 할 것이다. 이 글은 정부가 주도한 다문화가족정책 현황과 추진체계를 말단 기관인 다문화가족지원센터의 사업과 지역 단위를 중심으로 살펴보려했다는 점에서 의미는 있지만 제주지역의 다문화가족정책의 사업별 추진실태와 문제점을 체계적이고 심도 있게 살펴보지 못했다는 데 한계가 있다. 이는 향후 연구과제가 될 것이다.

This article examines the existing aspects of multicultural family and the current status and problems of multicultural family policy, and then explores the direction of multicultural family policies based on the results of the discussions. If we are aiming at a multicultural society with a real meaning, it is necessary to open the discussions of multiculturalism and to experiment and practice them at the community level. A multicultural family support policy should be established for the region in addition to the level of complementing the government’s policies and revitalizing discussions on multiculturalism from below focusing on the issue of freedom and rights. The purpose of this article is to examine the actual situation and problems of multicultural family policies in Jeju region. It is meaningful since the government has initiated a survey on the status and implementation system of multicultural family policies led by the government. However, more systematic and in-depth study is to be proceeded to advance the regional emphasis highlighted in this paper.
