다문화사회와 지역다문화교육의 방향

Direction of Community Multicultural Education in Multicultural Society

이 글은 다문화사회로의 변화 상황을 살펴보고 그것이 지역사회와 정체성에 갖는 함의를 살펴봄으로써 지역다문화교육의 방향을 모색해보려는 시론적 글이다. 구체적으로, 이 글에서는 전통적인 문화 개념과 그 한계를 고찰하고 전통적인 문화 개념을 넘어서 성립된 다문화주의 구상의 특징과 문제점을 살펴보았다. 이러한 논의를 전제로 하여 우리나라에서의 다문화 혹은 다문화주의 담론의 전개과정을 알아보았다. 우리 사회는 외국계주민을 포함하여 소수자집단이 정체성모델보다는 동화모델을 추구하고, 문화적 정체성보다는 인권이나 시민권, 평등한 경제권에 더 많은 관심을 갖고 있기 때문에 우리 사회에서 다문화주의 담론이 활성화될 수 있는 토대는 상대적으로 약하다. 우리 사회가 궁극적으로 지향하는 것이 동화주의가 아닌 다문화주의라고 한다면, 이를 우리 사회에 정착시키기 위해서는 다문화주의 논의의 활성화와 함께 지역사회 수준에서의 실험 과 실천의 과정이 필요하다. 이를 위해서는 중앙정부의 정책을 보완하는 수준을 넘어서 지역 단 위의 다문화 주체들의 자유와 권리를 전유하는 문제에 초점을 맞춘 아래로부터의 진정한 다문화 주의 관련 논의의 활성화와 이에 기반한 지역다문화교육정책이 수립되어야 할 것이다. 이를 위해 다양한 문화를 수용하는 지역사회 기반의 조성은 아무리 강조해도 지나치지 않을 것이다.

This paper tries to look at the change situation to multicultural society and gropes after the implication that has in a local community and identity. Traditional cultural idea and its limits were considered in this paper and the features of the multiculturalism plan concluded beyond a concept of traditional culture were checked. Subject to such argument, the development process of the multi cultures or the multiculturalism discourse of our society was checked in this paper. Minority groups included the foreign residents pursue an assimilation model more than an identity model, and they have a lot more interest in the human rights, the citizenship and an equal economic right in Korea. If the direction of our society would be the multiculturalism, the process of the experiment and the practice as well as theoretical argument to multiculturalism are needed to make this fixed in our society. In relation to this, true activation of multiculturalism related argument and community multicultural education policy from the bottom would have to be made with the local community standard. To this, it will be accentuated the development of the community infrastructure from which various cultures are received.
