제주 지역주민의 교육요구 조사연구(Ⅰ) - 한국의 교육쟁점과 그 대안 -

A Study of Education Demand Investigation to Jeju Residents(Ⅰ)

이 조사연구는 제주 지역주민들이 가지고 있는 교육요구를 조사하여 향후 교육정책의 방향 모 색과 개선 요구를 위해 기초 자료를 확보하기 위한 목적에서 비롯되었다. 이 글에서는 지면 관계상 조사결과 모두를 발표하지 못하고, 현재 한국에서 쟁점이 되고 있는 교육문제와 그 대안에 관한 조사결과만을 제시하고 분석하였다. 조사결과를 요약 · 제시하면 아래와 같다. 제주 지역주민들은 첫째, 현행처럼 전수를 대상으로 시험을 치르고 성적을 공개하는 일제고사 식의 학력진단평가에 반대하고 합리적인 대안을 요구하고 있다. 둘째, 체벌에 반대하고 합리적인 대안을 요구하고 있다. 그리고 학생인권조례 제정에 적극 찬성하고 있다. 셋째, 국 · 영 · 수를 중시하고 도덕 및 예체능을 경시하는 2009 개정 교육과정 및 수학능력시험제도 개편안에 대해 반대하고 있다. 넷째, 사교육 해결방안으로 명문대 · 명문고를 중시는 학벌사회의 타파를 요구하고, 경쟁 중심 · 입시중심 교육에 반대하며 공교육의 활성화를 요구하고 있다. 다섯째, 입시중심에서 벗어나 학생과 교사가 함께 만드는 배움의 공동체운동인 새로운 학교(혁신학교) 운동에 적극 찬성하고 있다. 끝으로, 민주주의와 교육자치 이념을 실현하는 교육감 및 교육의원 직선제를 찬성하고 있다.

The purpose of this study is to secure basic data for searching the direction of the education policy. We present the analysis results regarding of Korean education issues now. The result is as follows. First, Jeju residents oppose the test that is operated all at once and opened a garden to the public. Second, they oppose the physical punishment and demand the rational opposite. And they support the legislation of rules regarding the student human rights. Third, they refuse a course of study 2009 and the national scholastic system that lay stress on korean language, english, mathematics and make light of ethics, art, physical exercise. Fourth, they assert the destruction of academic cliques society and oppose the education focusing entrance examination. And they demand the revitalization of public education as a means of settling private education problems. Fifth, reform school movement is supported as the learning community with students and teachers. Finally, the direct election is approved regarding of superintendent of educational affairs and member of provincial education.
