문화산업의 혁신성장을 이끌 수 있는 발전방안에 관한 연구

Study on Development Plans that Lead to Innovative Growth of Cultural Industry

그동안 우리나라는 경제적 지위에 비해 문화예술 분야에 대한 국가차원의 지원이 박하며 개인의 노력에 의존하는 전형적인 1970-80년대 관점에서 아직도 벗어나지 못하고 있는 실정이다. 문재인 정부에서는 자유와 창의가 넘치는 문화예술, 관광을 중요한 전략으로 설정하는데 그치고 있다. 본 연구에서는 최근 평창동계올림픽․패럴림픽을 성공적으로 개최하였고, 영화․게임․캐릭터․K-pop 부분에서 전 세계적으로 한류 열풍을 이끌고 있는 국가인 만큼 문화융성을 도모하는 핵심기제를 지속적으로 논의해야 할 필요성과 이를 위해서는 콘텐츠기업의 성장과 일자리 창출을 위한 선순환 생태계 구축(생산-유통-소비-생산)과 관련된 법을 정비해야 할 것을 제안하고자 한다. 또한 문화산업의 세계화를 위해 규제를 완화하고 정부, 기업 등이 문화산업 발전을 위한 OSMU 상생 모델 환경을 구축하는 통합적 지원체계를 활성화해야 할 뿐만 아니라, 우리나라의 강점인 과학기술, ICT 역량을 문화․콘텐츠 산업과 연결하고 새로운 문화정책의 방향과 틀을 마련함으로써 향후 창의와 융합이 함께한 고부가 가치 문화산업의 혁신성장방안에 대해 살펴보고 이에 대한 정책적 제언을 제시하고자 한다.

So far, national support for the cultural art sector was ungenerous relative to our economic status and we still depend on individual effort, which is the typical viewpoint of the 1970-80’s. The Moon Administration only sets cultural art and tourism full of liberty and creativity as its important strategy. As Korea recently held the Pyeongchang Winter Olympics and Paralympics successfully and is leading the Korean wave fever worldwide in movie, game, character, K-pop fields, this study suggests that Korea needs to continue to discuss main mechanism that pursues cultural enrichment, and to achieve this goal, laws regarding construction of virtuous cycle ecosystem (production-distribution-consumption-production) for growth of contents enterprises and job creation are needed. Also for globalization of cultural industry, regulations must be alleviated and the government and enterprises must vitalize integrated support system that constructs OSMU win-win model environment for development of cultural industry. In addition, by linking scientific technology and ICT capacity, which are our strength, with cultural contents industry and arranging direction and frame of new cultural policy, this study will go over plans for innovative growth of high-value cultural industry accompanied by creativity and fusion, and suggest policy proposals.
