한국어교육 정책의 발전방향 고찰

A Study on the Development Direction of Korean Language Education Policy

다문화사회에서 올바른 사회통합이 이루어지기 위한 가장 중요한 도구는 언어이다. 언어는 다양한 문화를 가진 사람이 세계 공동체의 시민으로서 살아갈 수 있는 지식과 기술, 가치를 알 수 있게 해 준다. 본 연구의 목적은 사회통합을 위한 중요한 도구인 한국어교육 정책의 올바른 방향에 대한 제언에 있다. 이에 본고는 다문화사회가 된 한국사회가 올바른 사회통합이 되기 위한 가장 중요한 도구로 한국어교육의 정책에 대해 고찰하였다. 이를 위해 결혼이주여성, 다문화가정의 자녀, 외국인 유학생, 외국인 근로자를 대상으로 현재 정부에서 시행하는 한국어교육 정책을 검토하였다. 그 결과 한국어교육의 중복된 업무, 한국어 교육 수요에 대한 문제 및 한국어 이수시간의 비효율성, 한국어 교육의 비전문가, 교육으로부터 소외된 계층 등에 대한 문제점을 들 수 있었다. 이에 본고는 이러한 문제점에 대한 해결방안과 향후 한국어교육이 나아가야 할 방향을 제언하였다. 다문화사회에서 개인과 문화가 서로 다른 타자와의 상호 의사소통을 위해 다른 문화를 인정하고 이해하는 것이 필수적이다. 다문화사회에서의 사회적 갈등을 해결하기 위해서는 올바른 통합이 이루어져야 한다. 그리고 사회통합은 다양한 문화가 타문화를 이해하고 수용할 수 있는 지식 및 이해가 기반이 되어야 한다. 이를 위해 정부의 올바른 언어교육에 대한 정책이 일관되게 수립되고 강화되어야 하며, 그 지향점이 분명해야 할 것이다.

The most important tool for correct social integration in a multicultural society is language. Language allows people with diverse cultures to know the knowledge, skills, and values to live as citizens of the global community. The purpose of this study is to suggest the right direction of Korean language education policy which is an important tool for social integration. In this article, we examine the policy of Korean language education as the most important tool for Korean society to become a social integration in a multicultural society. For this purpose, we examined the current Korean government policy for marriage migrant women, children of multicultural families, foreign students, and foreign workers. As a result, the problems of duplicate tasks of Korean language education, problems of Korean education demand, inefficiency of Korean study time, non - specialists of Korean education, and alienated classes were found. Therefore, this paper suggests solutions to these problems and directions for future Korean language education. In a multicultural society, it is essential to recognize and understand other cultures in order to communicate with others who have different personalities and cultures. In order to solve social conflicts in a multicultural society, proper integration should be achieved. And social integration should be based on knowledge and understanding that various cultures can understand and accept from other cultures. To this end, the government should consistently establish and strengthen the policy on correct language education, and its point of view should be clear.
