사회복지서비스의 책임성에 관한 연구 경향 분석

Analysis of Research Tendency on Accountability in Social Welfare Service

본 연구는 사회복지서비스의 책임성에 대한 연구 경향을 검토하고, 향후 연구방향에 대해 제언하는 것을 목적으로 한다. 이를 위해 1990년대 이후 사회복지서비스의 책임성과 관련한 학술지 논문 29편에 대해 내용분석을 실시하였다. 분석 결과는 다음과 같다. 첫째, 사회복지서비스의 책임성에 대한 연구는 1996년부터 시작되었으며 2014년에 가장 많은 연구가 진행되었다. 이러한 연구들은 한국사회복지학회에서 가장 많이 발표되었고, 이론적 및 질적 연구보다 양적 연구가 많았으며, 사회복지조직 종사자를 대상으로 실시한 연구가 주로 이루어졌으며, 전국보다는 일부 지역단위의 연구가 많았다. 둘째, 주제 분석 결과, 책임성 유형별로 도덕적/윤리적 책임성에 관련한 연구가 13편으로 가장 많았으며, 관료적/위계적 책임성 관련 연구는 6편, 전문적 책임성에 관련한 연구가 6편, 법적 책임성 연구는 2편, 정치적 책임성 연구는 1편, 유형구분이 어려운 연구 1편인 것으로 나타났다. 이러한 결과를 토대로 사회복지서비스의 책임성에 대한 실천적 함의와 후속연구 방향에 대한 함의를 제시하였다.

The purpose of this study is to examines the trends of the accountability in social welfare service and intends to propose a research direction. The method of research conducted a descriptive and technical analysis of 29 theses papers related to accountability since 1996 using the analysis method. The results of the analysis are as follows. First, studies of the accountability of social welfare service began in 1996 and has been the most studied in 2014. These studies were most widely presented at Korean Academy of Social Welfare, and there were many quantitative researches, social worker, and local unit researches. Second, as a result of the thematic analysis by type of accountability, 13 studies related to moral/ethical accountability, 6 studies related to bureaucratic/hierarchical accountability, 6 studies related to professional accountability, 2 studies related to legal accountability, 1 study related to political accountability, and 1 study that is difficult to classify. Based on the results of this trends, implications for practical implications of accountability in social welfare service and implication for the follow-up study were suggested.
