唐 初期 西域 羈縻府州의 지역적 고찰

The regional study of Western Jimifuzhou in Early Tang Dynasty

羈縻府州는 내부하거나 정복한 이민족을 부락별로 나누어 都督府·州 등을 설치해 各級 수장을 都督과 刺史로 삼아 세습하게 하고, 그 고유한 풍속을 유지하게 한 제도이다. 이는 당조가 이민족을 관리하는 방식의 하나로 기미부주 제도의 전형적인 모습이 唐 前期에 보인다. 西域에 설치된 기미부주는 당조와 주변 세력 간의 관계에 따라 설치와 폐지가 반복되었고, 그 기미 방식 역시 변화하였다. 『舊唐書』와 『新唐書』 地理志, 『唐會要』 安西都護府 조에는 서역에 설치된 기미부주가 열거되어 있다. 첫째는 타림분지에 설치된 龜茲, 毗沙, 疏勒, 焉耆 네 개의 都督府·州이다. 둘째는 吐火羅 일대에 설치된 16都督府, 80州, 110縣, 126軍府이다. 또 『신당서』 西域傳 등에는 현재 중앙아시아 河中 지역의 昭武九姓에 설치된 것과 天山山脈 이북 西突厥 영역에 설치된 기미부주도 보인다. 이러한 기미부주는 安西都護府에 예속되었다. 타림분지에 설치된 四鎭都督府는 태종 貞觀 연간(627∼649)에 설치되었다. 토화라의 16도독부 등은 고종 顯慶 3년(658) 경부터 설치되기 시작하여 龍朔 원년(661)에 이르러 대략 80주, 110현, 126군부를 거느렸다. 이는 서역에 대한 당조의 영향력이 점차 서쪽으로 확대 되어감을 의미한다. 唐 初期 태종에서 고종대에 이르는 시기의 서역 기미부주 설치에 대한 지역적 고찰은 당과 서역 주변 諸세력과의 관계를 살피는 한 방편으로서의 의미를 지닌다.

The Tang Dynasty defended and expanded the change through the Jimi Policy and the General care system. A typical form of Jimifuzhou can be seen in the Early Tang Dynasty period, the heads of the other countries were appointed to the governor and provincial governor, and autonomously governed. This Jimi Policy is also important in that the previous Chinese dynasties are the ruling method applied to neighboring countries. The Jimifuzhou installed in the Western area were repeatedly installed and abolished according to the relationship between the Tang Dynasty and the surrounding forces, and the way also changed. The geographical records of 󰡔Old Tang Dynasty books󰡕 and 󰡔New Tang Dynasty books󰡕 list the Jimifuzhou. First is the four Dohobu of Qiuci(龜茲), Pisha(毗沙), Shule(疏勒) and Yanqi(焉耆) which are installed in Tarim Basin. The second is the sixteen Dudufu and provinces in the Pamir Highlands, north of the Indus River, south of the AmuDarya River and around Iran. All of these Jimifuzhou were subordinated to Protectorate-Gereral of Anxi(安西都護府). Four Dudufu built in the Tarim Basin were installed during the Zhengguan. The 16th Dongxing District of the West Zone began to be installed from the 3rd year of Xianqing(顯慶). In the first year of Longshuo (龍朔), it was roughly 80 states(州), 110 prefectures(縣), and 126 military bases(軍府). This means that the influence of the Tang Dynasty on the West is gradually widening to the west. It will be an indicator of the relationship between the Tang Dynasty and the surrounding forces in the west area and the extent of the Anxiduhufu(安西都護府) s expansion during the period from the Tai-zong　Dynasty to the Gao-zong Dynasty.
