This paper analyze the interaction and effects of institutional and situational factors by applying historical reflection and narrative approach to changes of textbook system in Korea. Reflective narrative approach extracts the actors intentions, reasons, expectation, and reflection contents from the policy narrative of textbook system. And it grasp patterns and characteristics of the textbook system from the stories of actors directly related to the textbook system according to the structure of time such as past,present, and future. Through this approach, it is possible to understand the structure of the textbook system, the moral story of the actors, the interaction between structure and actors, and the change of the textbook system as a whole.
